EU의 관세제도 제 7 장 농산물 및 식품의 관세체계 개편 방향 1. 관세정책의 산업보호 기능 강화 2. 관세율 단계 확대 및 부과방식의 다양화 3. 관세율 조정 4. 관세체개 개편시 고려사항 제 8 장 요약 및 결론 1. 연구의 필요성 및 목적 2. 기본관세율 구조 3. 양허관세율 구조 4. 농산물 및 식품의 실효보호율 5. 가공식품 관세율의 국제비교 6. 농산물 및 식품 관련 관세체계 개편 방향 7. 관세체계 개편시 고려사항 Abstract 참 고 문 헌(1) 연구의 필요성과 목적농업 및 식품 관련 관세체계와 관련하여 누진관세와 역관세, 균등관세제도와 차등관세제도에 관한 논란이 있어 왔으며 관세율체계가 단순하여 개방화에 효율적으로 대처하지 못한다는 주장도 제기되어 왔다. 따라서 이 연구는 농업과 식품산업의 관세율 체계를 분석하여 개방화에 대응한 효율적인 산업정책과 적정한 산업보호 수단으로서의 관세정책 방향을 제시하고자 하였다.(2) 기본관세율 구조기본관세율 분포로 볼 때 농산물의 관세율 구조는 산업 보호적 측면과 소비자 보호적 측면을 모두 고려하고 있다. 국내 생산이 수요에 미치지 못하는 품목의 시장접근물량에 대하여는 낮은 관세가 적용되어 소비자 보호와 물가 안정을 고려하고 있다. 반면 이러한 낮은 관세가 관련 산업에 미칠 수 있는 부정적 영향을 고려하여 시장접근물량 이외의 수입에 대하여는 높은 관세가 부과된다. 가공식품은 원료농산물에 비해 낮은 관세율을 적용받는 품목이 대부분이다. 특히 1980년대 중반부터 시행되어 온 단일관세율체제와 관세 인하정책으로 가공식품은 중심세율 8%를 적용받고 있는 품목이 많다.(3) 기본관세율 단계 및 종류우리 나라의 농산물 및 식품의 기본관세율은 12단계로 되어있어 미국, 일본, EU 등 선진국에 비해 지나치게 단순화되어 있다. 선진국의 관세율의 단계를 보면 미국 94단계, 일본 50단계, EU 34단계 등으로 우리 나라보다 매우 세분화되어 있다. 우리 나라는 농산물 및 식품 관련 기본관세를 종가세 하나에만 의존하고 있어 농산물과 같이 다양한 성질을 가지고 있는 상품의 교역특성을 반영하기 어려운 문제점을 가지고 있다. 미국, 일본, EU는 모두 종가세 이외에 종량세, 종가종량병과세, 종가종량선택세 등 다양한 종류의 관세를 부과하고 있다.(4) 실효보호율산업연관표를 이용한 산업별 실효보호율 추정결과 농업부문의 경우 실효보호율이 낮거나 음(-)으로 나타난 부문은 벼, 낙농, 육우, 양돈, 보리, 밀, 잡곡, 종자산업 등이다. 실효보호율이 비교적 높게 나타난 산업은 도축육, 정맥, 채소류, 과실류, 유지작물, 잎담배 등이다. 가공식품산업에 대한 실효보호율 추정결과 국수류의 실효보호율이 가장 높았다. 유제품, 과실 및 채소 가공품 등 원료 농산물과 완제품의 관세가 동일 수준인 가공식품은 기타 투입물의 관세가 낮아 실효보호율이 높게 나타났다. 특히 아이스크림, 제과와 제빵, 장류(소스), 당류, 식용유 등의 산업에서 역관세 현상이 두드러지게 나타나고 있다. 제품별 실효보호율의 경우 기본관세율을 명목보호율로 추정한 실효보호율이 21개 제품 가운데 15개 제품에서 명목보호율보다 낮게 나타났다. 실효보호율이 낮게 나타난 제품은 캔디, 초콜릿, 배음료, 포도음료, 아이스크림, 딸기음료, 커피크림어 등이다.(5) 관세율의 국제 비교역관세를 나타내고 있는 것으로 나타난 품목들 가운데 과자류, 아이스크림, 캔디류, 초콜릿의 관세율을 경쟁국과 비교하면 우리 나라의 관세율은 EU, 일본, 중국보다는 낮고 미국보다는 높은 수준이다. 우리 나라 일부 가공식품의 기본관세율과 OECD 국가들의 기본관세율을 비교하면 아이스크림, 초콜릿, 비스킷, 캔디, 껌 등 다섯 개 제품의 경우 우리 나라보다 낮은 관세가 부과되고 있는 국가는 미국과 노르웨이뿐이다.조사된 일부 가공식품과 원료 농산물 사이의 관세율구조는 품목별 국가별로 누진관세체계, 단일관세체계, 역관세체계 등 다양한 형태를 나타내고 있다. 우리 나라는 원료와 완제품 사이의 관세체계가 단일관세와 역관세 두 가지 형태를 보이고 있으며, 누진관세체계를 나타내는 품목은 없었다. 일본과 EU는 누진관세체계를 가장 뚜렷하게 나타내고 있다. 미국의 경우 역관세 구조를 나타내는 품목은 비스켓, 초콜릿(벌크초콜릿 제외), 토마토 관련 제품 등이다. 반면 유지 관련 제품, 커피, 아이스크림 관련 제품은 누진관세 형태를 나타내고 있다. 중국의 경우 토마토 관련 제품, 커피, 아이스크림 등은 누진관세체계를 나타내고 있으나 유지류 관련 제품, 초콜릿, 비스켓 등은 역관세 형태를 보이고 있다.(6) 농산물 및 식품 관련 관세체계 개편 방향우리 나라의 농업 및 식품 관련 관세체계는 단순하여 산업간 또는 산업내 누진관세체계 유지를 어렵게 하고 관세의 산업 보호기능 수행에도 취약한 형태이다. 따라서 산업의 특성에 따라 누진관세체계를 지향하는 방향으로 관세구조가 개편될 필요가 있다. 누진관세체계로의 개편은 완제품의 관세율 인상이 효과적인 방법이다. 그러나 통상마찰과 국제적인 관세 인하 추세를 고려하여 중간투입물의 관세 인하를 통한 누진관세체계 도입도 동시에 고려되어야 한다. 이를 위해서는 관세단계의 확대와 과세방법의 다양화가 먼저 이루어져야 한다. 생산단계별, 가공단계별 세율의 다단계화를 통해 일부 품목의 관세 인하를 통해서도 누진관세체계를 통한 산업보호 효과를 유지할 수 있을 것이다.우리 나라의 기본관세율 단계는 경쟁국에 비해 지나치게 단순화되어 있다. 또한 과세방법도 종가세 하나로 통일되어 있다. 이러한 단순한 관세단계 및 과세방법은 관세의 산업 보호기능 수행에 취약한 형태이다. 따라서 관세율의 단계를 확대하고 과세방법을 다양화하여 관세의 산업보호 효과를 높이고 정책의 신축성을 확보할 필요가 있다. 관세율 단계를 확대하기 위해서는 소수점 이하의 관세를 도입하고 세번분류를 세분화하여야 한다.역관세 현상을 나타내고 있는 식품산업과 농업의 경쟁력 강화를 위해서 관세율 조정이 필요하다. 일부 종자 및 원료 농산물의 관세는 형평성과 산업발전 측면을 고려하여 인하할 필요가 있다. 반면 우리 나라의 경제구조와 경제발전의 정도 등을 고려할 때 관세율이 경쟁국들보다 지나치게 낮은 일부 가공식품의 관세율은 양허관세율 범위내에서 상향조정될 필요가 있다.
As trade liberalization proceeds toward abolishment of quanti-tative restrictions and lowering tariffs, tariffs as industrial instru- mentshave become more important. Korean tariff policy has changed to the uniform ratesystem and lowering tariffs. However, the tariff structure in the agriculturaland food sectors has become complicated by introducing tariff equivalents andspecific tariffs at the Uruguay Round. There have been arguments on the pros andcons of tariff escalation and uniform rate of tariffs and on the problems ofcurrent simple tariff system. The purpose of this study is to analyze the tariffstructure in the agricultural and food sectors and to derive some policyalternatives in order to increase efficiency of tariff policy for industryprotection. The tariff structure in the agricultural sector should takeinto account the effects of tariff on both producers and consumers. Consumersare protected by imposing low tariffs on absolute supply deficient products suchas corn and soybeans within quota imports. Relatively high tariffs are appliedto out-of-quota imports to protect producers. Many important agriculturalproducts in terms of farm income and domestic production are subject to thetariff rates of 40 to 50 percent. On the other hand, the tariff structure of theprocessed food sector is relatively simple and many processed food items facelow rates of tariff, i.e. the central rate of 8 percent tariff. Food processorshave argued that they are suffering form the existence of reverse tariffescalation. The structure of general tariff in the agricultural and foodsec- tors is as simple as being consisted only with 12 stages, from zero to 50percent compared to other developed countries. For example, the stages ofgeneral tariff for the commodities which are subject to ad valorem tariff are 94for the U.S., 50 for Japan and 34 for the EU countries. Tariff imposing methodsare also overly simple in Korea which depend only on ad valorem tariffs. Manydeveloped countries are adopting various kinds of tariffs, e.g. specific, advalorem- specific alternatives and ad valorem-specific compound. Effective rates of protection(ERPs) are estimated for someagri- cultural and food products in order to evaluate the real protectiveeffects of tariffs. There are three measurement methodologies of traditionalmethod, Corden method and Balassa method utilizing the 1995 input-output table.We found consistency among the results of the three different methods and therewas a tendency high ERPs being measured by the traditional method and low ERPsby Balas- sa method. Rice, barley, wheat, dairy cow and beef cattle industrieshave shown relatively low ERPs by Balassa method. Rice, barley, wheat, dairy cowand beef cattle industries have shown relatively low ERPs in the agriculturalsector. High ERPs have been found in meat, vegetables, fruits, oilseeds andtobacco industries. For processed food, industries which have high ERPs arenoodle, dairy and processed vegetables and fruits. Some highly processed fooditems such as ice cream, bakery products, sauce, confectionary and vegetable oilhave shown negative or very low ERPs. The ERPs acquired utilizing the input-output table representonly protective effects for the industry in general rather than some specificproducts or items. The ERPs for 21 specific processed food products are alsomeasured in this study. The ERPs for 15 products such as candy, chocolates, pearbeverages, grape juice, ice cream, and coffee creamer were lower than nominalprotection rates or general tariff rates while some products such as orangejuice and pineapple juice have higher ERPs than general tariff rates. The ERPsfor cookies and black-tea were almost the same as nominal protection rates. Those products which have higher nominal protection ratestend to represent higher ERPs. This implies that we need to raise tariff ratesfor outputs or final goods rather than lowering tariffs of intermediate goods inorder to increase protective effects of tariffs. In practice, we may encountermuch more difficulties in lowering tariffs of many intermediate goods toincrease ERPs for an output than in raising tariffs of the output. General tariff rates for cookies, ice cream, candy andchocolates in Korea are lower than those of EU, Japan and China. In the case ofice cream and chocolates, the U.S. has higher tariff rates than Korea. When wecompare general tariff rates for ice cream, cho- colates, biscuits, candy andchewing gums among the OECD coun- tries, there are only two countries, the U.S.and Norway, which have lower tariff rates than Korea. Average tariff rate forthose five products is 7.5 percent in the U.S. and 7 percent for Norway while itis 8 percent for Korea. The average tariff rates for other countries are 120percent for Poland, 23.5 percent in the EU coun- tries, 31 percent for NewZealand and 19 percent for Australia, etc. For the products surveyed in this study, there exist varioustariff structures, e.g. EU and Japan maintain tariff escalation system, the U.S.and China have both tariff escalation and dee- scalation systems. Deescalationsystem of tariff is dominant in Korea. Tariff escalation system is wellestablished and the tariff differential between outputs and intermediate inputsis significant in Japan and EU. The U.S. has tariff escalation system in coffee,ice cream, and oilseed related products but tariff deescalation is found inbiscuits, chocolates and tomato related products. China has tariff escalationsystem in coffee, ice cream, and tomato rela- ted products but has tariffdeescalation in biscuits, chocolates and oilseed related products. Some drawbacks have been found in the Korean tariff struc- ture.First, the current system of uniform tariff rate is insufficient to achieve thepurpose of industry protection. Many developed countries maintain tariffescalation system which is more effective to achieve the goal of protection thanuniform tariff rate system.Furthermore, there are some sectors such as food processing industry whichsuffer from tariff policy by the tariff deescalation system. Second, tariff ratestages are too simple to perform the purpose of industry protection. Third, thetariff imposing method is confined to ad valorem in Korea so that it isrelatively rigid compared to the system of other competitors. Tariff systembased only on ad valorem has constraints of having to cope with pricefluctuations and import surge of some porducts with low price and quality.Fourth, there are some products requiring adjustment of tariff rates. Tarifflevels of some raw materials or intermediates need to be lowered to improvecompetitiveness of the final goods. Also, for some processed food products,tariff rates should be either raised or the tariff rates of the intermediatesneed to be reduced. Korean tariff policy needs to be changed to achieve themajor goal of tariffs. The system of uniform rate of tariffs should bereexamined under the global trend of liberalization. One of the alternatives touniform tariff system is tariff escalation system. More detailed HS lines areprerequisites of introducing an effective tariff escalation system. Under thedetailed or more specified tariff lines, tariff escalation system can be easilyestablished by low- ering tariffs in some of the intermediates as well asraising tariffs for outputs. Korea also needs to widen the stages of tariffrates and introduce more flexible and various taxation methods of tariffs, i.e.specific tariffs, ad valorem-specific alternative tariffs and advalorem-specific compound tariffs. Tariff rate changes are also required. Tariffreduction is necessary for some raw materials for agricultural production whiletariff rates for some processed food need to be raised.
