동북아농정포럼 TFT의 활동보고서

Abstract

1. 사업목적 동북아농정연구포럼(FANEA)은 한국농촌경제연구원이 중국 농업과학원 농업경제연구소(IAE/CAAS) 및 일본 농림수산정책연구소(PRIMAFF)와 더불어 농업, 농촌정책 관련 정보 및 자료의 교류와 학술 활동 촉진을 목적으로 2003년 10월에 창립된 포럼이다. 이 포럼 운영이 활성화되기 위해서는 특정 기관이 주도적인 역할을 수행하여야 하며, 이에 우리 연구원은 2004년 5월에 ?동북아농정포럼 TFT?를 구성하여 포럼 활성화를 위한 본격적인 활동에 착수하였다.2. 사업 내용 및 결과 ?동북아농정포럼TFT?의 사업은 국제심포지엄 개최와 관련된 활동과 홈페이지 운영 및 개선 활동, 그리고 한?중?일 3국 연구기관 사이의 공동연구관련사업 및 기타 대외협력활동 관련 사업 등으로 구분된다. 금년 10월에 개최된 제2회 FANEA 국제심포지엄은 “세계화 시대의 식량안보와 식품안전(Food Safety and Security in an Era of Globalization)”이라는 주제로 중국 산동성 웨이하이시에서 개최되었다. 또한 지난 해 포럼 창립과 동시에 구축된 FANEA 홈페이지는 금년부터 한?중?일 3국의 공동관리 체제로 전환하기 위하여 공동관리자를 지정함으로써 홈페이지 참여와 활용이 상대적으로 저조했던 중국과 일본의 관심을 유발하기 위해 노력하였다. 아울러 동북아 농산물 무역 관련 데이터베이스 구축 및 분석 모형 개발이라는 주제로 한?중?일 3국의 공동 연구를 추진하여 중간 결과를 제2회 국제 심포지엄에서 발표하는 성과를 거둔 바 있다. 이와 더불어 중국농업부 농촌경제중심과 함께 중국의 농촌노동력 유출과 민공부족현상 연구를 주제로 공동연구를 수행하였다. 그 밖에 중국 절강대학의 “중국의 삼농(三農)문제 관련 국제세미나”와 동북아농업구조연구회 주최 국제심포지엄에 참석한 것을 비롯하여 제1회 초청세미나를 개최하고, 일본 농림수산정책연구소의 단기 연구교환 프로그램에 참석하는 등 다양한 사업을 수행하였다. ?동북아농정포럼 TFT?는 내년부터 기존 사업 수행에 머물지 않고 동북아지역의 농업 및 농촌분야 연구 네트워크를 형성할 예정이다. 이를 위해 동북아 농업과 정책 연구에 관심을 가진 국내외 다양한 연구기관은 물론 개별 연구자 등 전문가들과의 적극적인 접촉을 통해 연구 활동 분위기 조성에 힘쓸 계획이다.

ABSTRACT2004 Annual Report of FANEAFANEA, the Forum for Agricultural Policy Research in Northeast Asia, was established in October 2003, jointly by the Korea Rural Economic Institute (KREI), the Chinese Academy of Agricultural Sciences (CAAS) and the Japan's Policy Research Institute affiliated with the Ministry of Agriculture, Forestry and Fisheries (PPIMAFF). This forum is aimed to establish a collaborative relationship among Korea, China and Japan in the agricultural and related researches, including a joint pursuit for mutually beneficial R&D activities in Northeast Asia. KREI organized a task force team, called Task Force Team for FANEA, in order to vitalize and expand activities of FANEA. The activities of FANEA mainly consist of international symposiums hosting, homepage management, joint studies and other related activities. The 2nd FANEA International Symposium was held on October 7~10, 2004, in Weihai city, Shandong Province, China. It was organized by the IAE/CAAS under the theme of ‘Food Safety and Security in the Era of Globalization.’ The KREI's TFT for FANEA has attempted to draw attention and boost cooperation from IAE/CAAS and PRIMAFF through joint operation of the FANEA homepage (www.fanea.org) by authorizing the right to manage the homepage to the web masters appointed by the three countries respectively. For main activities, the TFT for FANEA successfully performed a joint study with IAE/CAAS entitled ‘DB and Modeling of Agricultural Trade and Policy Analyses in Northeast Asian Agriculture’ and made the intermediate results published in the 2nd international symposium. The TFT for FANEA also performed a joint study entitled ‘Drain of Chinese Rural Labor and Shortage of Manpower’ along with the Research Center for Rural Economy Ministry of Agricultural P. R. China. Besides, the TFT for FANEA attended the international symposium entitled ‘China's Rural Economy: Problems and Strategies’ held on June 26~27, and the symposium entitled ‘Agricultural and Rural Development in Northeast Asia’ held on August 16~19. It also participated in a researcher exchange program organized by the PRIMAFF on November 22~27 as well as held the first invitation seminar in Korea entitled ‘Comparison of Agricultural Competitiveness between China and Korea’ on July 29. The TFT for FANEA will continue to expand the research network in rural development and agriculture of Northeast Asia until 2005.
