지방농정과 지역농업개발 성공사례 연구

Abstract

요 약 이 연구는 지역농업 및 지방농정의 사례지역의 성공사례에 대한 유형별 요인분석을 통하여 지역농업 및 지방농정의 추진에 시사점을 얻고자 하였다. 성공사례의 분석을 위하여 슘페터의 혁신행동이론 및 지역혁신 클러스터 이론을 도입하여 클러스터 각 구성요소의 혁신행동을 분석하였다. 이 연구에서는 성공유형을 고려하여 10개 사례를 선정하였는데, 각 사례를 유형화하면 다음과 같다. 추진주체의 공적성격을 기준으로 보면, 지자체 중심추진형은 담양대나무, 함평나비브랜드, 양평환경농업 21, 영동포도, 지자체+민간추진형은 순창장류, 보성녹차, 안성마춤브랜드, 구미화훼, 민간중심 추진형은 풍기인삼, 안동한우로 구분 할 수 있다. 위의 유형구분 상의 특징은 지역의 다양한 상품을 하나의 테마로 연결한 테마형은 주로 지자체가 주도적으로 추진하는 경우가 많으며, 단일품목 중심의 가공 및 생산?유통은 민간의 주도 또는 지자체와 민간이 힘을 합한 제3섹타 형태로 추진되는 경향을 보이고 있다. 사례조사를 실시한 10개 사례의 성공요인 인자별 기여도를 종합한 결과를 보면, 성공사례의 평균적인 성공요인은 대분류기준으로 보면, 산업환경과 시?군을 중심으로 생산자?유통업자간의 조직간 커뮤니케이션, 추진주체의 리더십의 측면이 핵심적인 성공요인으로 판단된다. 추진주체 유형별 성공요인의 특징은 공통적으로 자연자원을 바탕으로 하되 지자체 주도형은 다른 유형에 비하여 추진주체인 시?군-생산자간의 커뮤니케이션, 지자체의 리더십이 강조되고 있다.(이하본문참조)

ABSTRACTA Case Study on Rural Agricultural Development FactorsThe purpose of this study is to analyze the success factors for rural agricultural development depending on policy implementing entities and to suggest the directions for agricultural development by region and agricultural policies for local governments. To achieve the goal, the theories of Shumpeter's innovation behavior and cluster of regional innovation are introduced. The analytical results of this study can be summarized as follows: First of all, the natural environment for the agri-industry, communications among local government, producers, and sellers, and the leadership of the main authorities are the core conditions needed to achieve rural agricultural development. Second, without consideration of the type of main authorities, communications among local government, producers and sellers are the most important for success. When the local government drives the implementation of development projects, the cooperation with the private sector, high skill level, and production facilities are the main factors necessary for success. And in the event that the private sector drives the implementation of development projects, the natural environment and the industry support are important factors for success. Third, to ensure successful implementation of agricultural policies of local governments, the leadership of final decision-maker, the project implementation based on region-specific natural resources, and the development of software programs such as educational, marketing and information, are very much essential.Researchers: Moon-Ho Park, Duk Huh.E-mail Address: mhpak@krei.re.kr
