The urban forest area was increased significantly from 428thousands ha in1993 to 2,434thousands ha in 1998 as the result of integration of urban citiesand rural areas which started from 1995. The administration of rural forestareas was incorporated into city administration, bringing an increase in urbanforest. However, the forest within urban planning area was diminished andisolated. The isolation deteriorated the quality of urban forest ecosystem. Inaddition, the urban forest is not managed appropriately because various laws andorganization are involved.The organizations suffered from insufficient budget also. Therefore thisstudy identifies management problems and functional roles of the urban forest,and suggests future policy recommendations to maintain a better and systematicmanagement of urban forest.
