선진국의 바이오에너지 정책과 영향

Abstract

바이오에너지 활성화 정책은 에너지안보에 대한 위기의식에서 출발하여 대기오염과 온실가스를 감축할 수 있는 환경적인 측면, 그리고 원료로 이용되는 작물의 새로운 시장을 창조한다는 농업적인 측면 등 다양한 분야에서 주목을 끌고 있다. 주요 생산국의 바이오에너지 산업 활성화 정책과 관련된 쟁점을 규명하고 그 영향에 대한 평가방안을 마련하고자 지난 1월 22일부터 23일까지 OECD가 주최하는 바이오에너지 정책분석에 관한 워크숍이 개최되었는데, 여기서 발표되고 논의되었던 내용을 중심으로 정리하였다.참고자료www.oecd.org/agr/meet/bioenergy ‘Bioenergy Policy Analysis'Jan-Erik Petersen, Bioenergy - approaches to analysing environmental costs and benefits, European Environment AgencyJean-Marc Bourgeon, The interactions biofuel polices with agricultural and environmental policies, INRA and Ecole PolytechniqueRobert N.
