한·미 FTA가 유가공품 시장에 미치는 영향 분석: 치즈 및 버터 시장을 중심으로

Abstract

우리나라 식품산업은 지속적으로 성장·변화하고 있는데, 이러한 식품산업의 변화에는 대내외적인 요인들이 다양한 영향을 미치게 된다. FTA 체결을 통한 시장개방도 대표적인 변화 요인 중의 하나인데, 최근 체결된 한?미 FTA는 우리 농업뿐만 아니라 식품산업에도 지대한 파급 효과를 유발할 것으로 추측된다. 한?미 FTA 체결이 농업에 미치는 영향 분석에 대한 논의는 그동안 많이 진행된 반면, 한?미 FTA가 식품가공산업 또는 시장에 미치는 충격을 구체적으로 논의한 연구는 매우 적었다. 본 연구에서는 한?미 FTA 체결이 유가공품 시장에 미치는 영향을 치즈와 버터 시장을 중심으로 논의하였다. 부분균형모형을 통한 시뮬레이션 분석 결과, 한?미 FTA 체결 이후 치즈와 버터의 현행 관세가 전면 철폐될 경우 미국산 치즈와 버터의 가격 하락과 거래량 증가가 발생하고, 이는 국산 치즈와 버터의 시장 잠식을 야기하는 것으로 나타났다. 보다 구체적으로 국산 치즈와 버터의 거래량은 기존 상태를 유지하거나 약간 증가하는 대신, 가격이 8∼9% 하락하여 국내 치즈와 버터산업의 매출액이 각각 7.2%와 4.8% 감소하게 될 것으로 분석되었다. 본 연구에서 사용된 모형과 파라미터들의 한계로, 보다 정확한 한?미 FTA 체결의 파급 효과 계측은 후속 연구를 통해 진행되어야 할 것이다. 다만 본 연구에서 논의된 결과들은 한?미 FTA가 유가공 시장에 미치는 영향에 대한 방향성을 대략적이나마 제시해주고, 추후 연구를 위한 출발점을 제공하는 것으로 의의가 있을 것으로 기대한다.

Recently, Korea has experienced a number of FTAs with other countries, including Chile, EFTA(European Free Trade Association), Singapore, ASEAN( Association of Southeast Asian Nations), and the U.S. In particular, the FTA with the U.S. is expected to cause a huge impact on the food market as well as the agricultural sector in Korea. Many researches have analyzed and discussed about the impact on the agricultural sector after the Korea-U.S. FTA, but a very small number of studies focus on the impact of the Korea-U.S. FTA on the food market.The purpose of this paper is to discuss the impact of the Korea-U.S. FTA on the Korean dairy market. For numerical simulations, this paper focuses on the impact on the cheese and butter markets. The results of numerical analysis in this paper will be helpful for future research since few, if any, studies conduct a numerical analysis to measure the impact of the Korea-U.S. FTA on the Korean food market.
