농어촌 지역경제 다각화 전략

Abstract

이 연구는 광역화의 영향이 서로 다른 농어촌지역의 지역 경제 활성화 방안을 지역특화산업, 산업입지, 지역축제, 농어촌 주택 산업 등의 분야에서 각기 모색하였다. 근대화 및 산업화, 개방화와 동반하여 진행되고 있는 광역화는 농어촌 지역의 발전이란 관점에서 기회인 동시에 위협이기도 하다. 지역별로 개발 여건, 부존 자원, 축적된 산업기술 수준이 다르기 때문이다. 입지 조건이 좋거나 산업 생산성이 높은 지역에서는 일자리가 많이 생기고 인구가 늘기도 하지만, 그렇지 않은 지역에서는 산업의 공백과 인구 유출 현상이 발생한다. 지역특화산업을 활성화하기 위해서는 지역개발에 필요한 중앙정부의 예산을 지방자치단체에 포괄적으로 지원하여 사업의 선정 및 추진과정에서 지방자치단체의 재량권을 확대할 필요가 있다. 특화산업의 생명인 차별성을 위하여 지역의 부존 자원을 조사‧발굴하고 이를 바탕으로 지역산업의 개성화와 고부가가치화, 산업클러스터화 등으로 지역산업의 구조를 고도화 하는 것이 중요하다.

This study seeks to find how to diversify rural areas‘ economies in the following fields; local characteristic industries, industry location, local festivals, and housing industries in rural areas. A national mega-regionalization in an post-industrialization trend is an opportunity as well as a threat to rural areas. Which area takes advantage of this opportunity is dependent upon its unique conditions such as natural resource and accumulated industrial technologies. To vitalize local characteristic industries, it is necessary to leave local governments' discretion in selecting industries. Furthermore, it is necessary to search for local areas' natural resource and to develop fields to valorize area's unique natural and historical resource. It is indispensable for rural areas to be focused on development of agricultural and industrial complex to reshape area's societal and economic landscape. The agricultural and industrial complex in rural areas need to cooperate with neighboring cities in order to keep pace with their development. It is local festivals to play a major role in diversifying local economies. A desirable local festival need to encourage local areas to compete each other, to develop strategies to attract adjacent city dwellers, to secure trust of local characteristic goods, and to encourage local people to actively participate in the festival. Lastly, housing policies in rural areas should compass local condition including housings, towns, industries, income, and regional development. In addition to these conditions, local governments need to consider how to improve single elders residential environments. Even though housing markets in rural areas have incomplete infrastructures and market systems, they have diverse sub-markets. Therefore, local governments need to develop housing policies according to sub-markets based on housing markets' specification in rural areas.
