이 연구는 현행 소비자정책의 운영체계 평가와 다른 나라 사례 검토를 바탕으로 식품분야 소비자정책의 추진방향을 제시하는 데 목적이 있다. 주요 내용은 소비자정책의 개념과 추진현황, 식품관련 소비자정책 추진평가, 주요국의 소비자정책 운용현황, 식품분야 소비자정책 추진방향의 네 부분으로 구성되어 있다.
The purpose of this study is to present new directions of promoting consumer policies in the food sector on the basis of evaluation of the operation system for current consumer policies and case review in other countries, and to propose efficient improvement of food related consumer policies. Details thereof include 4 categories of the concept and current promotion of consumer policies, assessment of promoted consumer policies related to food, currently operated consumer policies in major countries and new directions of promoting consumer policies in the food sector. The consumer policies in the food sector aim at fair transactions, food safety, consumption of qualified foods and healthy diet, comprehensively including training, public relations, information support policies and remedy policies for protecting consumers from damages. The consumer policies in the food sector are classified into transaction policies, safety policies, marking policies, nutrition and diet policies, training and PR polices, and consumer remedy policies for damages. The food transaction policies are the same as the fair transaction policies and aim to protect consumers and market competition by establishing and keeping fair, orderly, and competitive transactions. Food supply is unstable due to weather changes, resulting in highly fluctuating prices and it is necessary to lay emphasis on price stabilization in the transaction policies and to promote advanced distribution markets, and consumers should be protected in online transactions. Consumer policies in the food safety sector are categorized into safety control, the recall system and control of harmful information. Safety control comprises assessment and control of harms and is divided into the recall system for prior safety control and control of harmful information for protecting consumers' right. The food safety policies are the sector which consumers are highly interested in. It is thus necessary to construct a system for expanding preventive safety control, enhancing analysis of harms, encouraging food recall, and sharing information about harmful aspects to food. The food marking policies comprise marking standards and the authentication system and are distributed and operated for each food. For improving the food marking policies, it is necessary to integrate related regulations and to operate marking regulations and enforcement proceedings. The food nutrition and food diet policies comprise food culture, training consumers for heating diet, assistant food, nutrition policies, and training consumers for eating. It is considered that there are not enough policies related to food nutrients and diet, and not enough policies considering connection with agriculture. Because food policies and nutrition policies are closely related, it is, in particular, necessary to construct a comprehensive promotion system and food support policies for vulnerable people should be established. Because training consumers and PR related to food is the sector consumers are least satisfied with, it is thus necessary to overhaul related regulations in each associated law and to integrate and operate the route for providing food information to consumers and thus to improve consumer's reliability and policy effects. Consumer remedy for damages is handled as an incidental task performed by the central administration institutions. It has been shown that consumers didn't know organizations for consultation and remedy for damages well and had lots of complaint to processing, the procedure and method of consultation and report for damages. It is necessary to integrate the route for overhauling the criteria for solving disputes in the food market and efficient consultation of public grievance, and to examine plans for compensating for collective damages appropriate for the food sector where the type of small amount but many victims is found.
