수급균형 관점에서 본 원유가격산정체계에 대한 검토

Abstract

이 논문은 한국 낙농산업의 현황에 대해 검토해 보고, 특히 원유 수급 균형 관점에서 현재의 원유가격산정체계에 대해 검토해 보고자 한다. 낙농 산업을 둘러싼 대외적인 상황이 변화하면, 그에 따라서 현재의 원유가격산정체계하에서 국내 낙농산업이 어떠한 영향을 받는지를 분석해 보고자 한다. 그러한 시뮬레이션 분석을 통해 현행 원유가격산정체계가 국내 원유수급문제에 어떠한 영향을 미치는 지를 알아보고자 한다. 수급 균형을 위한 몇 가지 대안 시나리오도 검토하였다. 하나는 물량을 통한 조절이고 다른 하나는 가격을 통한 조절이다. 시장 상황 변화를 수급 균형 관점에서 풀어내기 위해 두 가지 시나리오에 대한 결과를 비교해 보았다. 시뮬레이션 분석 결과, 수급 균형의 관점에서 보면 시장상황을 가격에 반영하거나 아니면 쿼터량을 조절하는 정책이 현재 원유가격산정체계의 한계를 보완할 수 있을 것이라 판단된다.

This study reviews the current milk pricing system in the Korean dairy industry focusing on the viewpoint of equilibrating the demand and supply. The current raw milk pricing system greatly depends on the supply side. Hence, the shocks in the dairy industry are not easy to be solved in the current pricing system. This study finds out that the policy options such as a free pricing system determined by a market mechanism or adjusting quotas can be good alternatives to the current system for equilibrating the demands and supply in the Korean dairy market.
