양자산림협력 내실화를 위한 중장기 산림협력방안 연구

Abstract

1987년에 맺은 인도네시아와의 협력은 산림자원의 안정적 확보를 위한 것이었으나 2000년대 이후 체결한 협력의 목적은 산림복구, 산불방지, 임산물 가공·유통 활성화 등 다양한 분야의 협력으로 다각화되었다. 이처럼 산림청은 양자협력 사업을 활발히 추진하고 있는 것으로 볼 수 있다. 양자협력을 체결한 29개 국가의 사업 추진 경과를 분석하여 양자협력 사업의 현주소를 파악하고자 하였다. 이를 바탕으로 향후 협력 사업의 추진 방향을 재설정하고, 협력의 내실화를 위한 세부 전략을 제시하고자 하였다. 우리나라 산림분야의 강점과 약점을 살펴보았으며, KOICA 등 주요 해외 협력기관들의 사례를 분석하였다. 분석 결과를 바탕으로 산림청이 중점적으로 추진해야 하는 주요 협력분야를 선정하였다. 최근에 양자협력을 체결한 10개국에 대해서는 국가별 협력 목표를 설정하고, 구체적 사업 추진 전략을 제시하였다.

The purpose of the study is to suggest Bilateral Cooperation Strategy for Forestry (BCSF) to reinforce bilateral cooperation that Korea Forest Service(KFS) has processed. Bilateral cooperations on forest sector have not been properly proceeded due to unclear goals of cooperations and the lack of differences between strategies for different countries. To boost cooperation, there should be clear benefits for both countries through it. The KFS has to set clear goals of cooperation that it want to take from other countries. Then the KFS also has to consider what it can give to other countries on for the benefits it gets from them. This study presents 3 objectives that the KFS has to take through bilateral cooperation: (1)stabilizing the supply of timbers from foreign countries; (2)introducing advanced forest management systems to Korean forestry; (3)enhancing the leadership in international environmental issues. This study analyses not only forestry situation but also bilateral cooperations of agricultural and environmental sectors of 10 countries which KFS recently signed a bilateral cooperation. Base on the analysis, 10 different KFS-BSCFs were developed. This study also suggests several ways of reinforcing cooperations as follow: (1)reinforcing human resources; (2)encouraging cooperations between different department of Korean government; (3)organizing forest cooperation process board (4)political supports for importing timbers from foreign countries that Korean government or industries have invested or planted.Researchers: Hyundeok Seok, Jachoon Koo, Jaeho Jung and Joonyoung Kwak, Yohan LeeResearch period: 2014. 4. - 2014. 10.E-mail address: hdseok@krei.re.kr
