dc.description.abstract이 연구는 불안과 위기가 일상화되어 가는 현대 사회에서 농업부문의 일자리를 탐색하고, 대한민국을 포용 사회로 점진적으로 이끌어가기 위한 방향에서 농업부문 일자리의 안정적 확장을 위한 과제를 도출하기 위해 추진되었다. 이 연구는 3개년에 걸쳐 진행되는 연구의 1차 연도 연구로서, 신규 인력을 농업부문으로 유입하고 안정적으로 정착시킬 수 있는 방안을 분석하고 기술 변화에 따라 농업부문에 새롭게 생겨나는 일자리의 확대 가능성을 진단하였다. 이를 바탕으로 향후 농업 일자리의 변화에 대응하고 일자리를 안정적으로 확장하기 위해 필요한 과제를 제시하였다.-
dc.description.abstractBackground and Purpose ○ This three-year study aims to suggest quantitative and qualitative plans to expand agricultural jobs under the innovative and inclusive national policy. Specifically, it prepares plans and strategies in the agricultural sector in line with the national job policy for the innovative and inclusive state. The first-year research targets new human resource inflow, innovative resource development, innovative startup (farming startup) fostering, and job creations customized for young and middle-aged job seekers. This study suggests ways to attract new human resources, examinations of newly-emerging jobs in the agricultural sector, and policy tasks required for the changes, to achieve the goals.Research Methodology○ We analyzed current issues through domestic and overseas papers on newcomers to the agricultural sector (farm owners and workers) and new job opportunities (ICT technology jobs, non-standard employment expansion and responsive measures). We analyzed available statistical data on newcomers in the agricultural sector and new job opportunities. We used the economically-active population survey, the agricultural corporation survey, and the regional employment survey as our source data. As there were no data on smart digital agricultural jobs and new farming employment, we carried out surveys. In addition, we interviewed new employees in the sector and officials in charge of arranging domestic workers for temporary jobs. To select interview targets, we contacted KREI correspondents. Fifteen of them entered the agricultural sector after 2017. Eight of them were reachable, and four agreed to be interviewed. We analyzed the state of new resource employment and feasibilities of new job opportunities based on various statistical data, surveys, and interviews, to find implications. Also, we requested regional experts to write manuscripts to understand overseas policies for smart digital farming resources, new resource attraction, and countermeasures for non-standard labor. We found policy implications based on our examinations of the data.(For more information, please refer to the report.)-
