The purpose of this study is to derive an ordinance amendment plan through a comparison of the ordinances on farmers and fishers allowances in upper-level local governments. To this end, the ordinances on the farmers and fishers allowances of 12 upper-level local governments provided by the Korea Law Information Center's autonomous law system are analyzed, and the legislative components of rights, allocation, benefits, finance, delivery system, remedies, and penalties are used, and comparative analysis was performed. The following were discussed: establishment of new regulations on the rights of farmers and fishers; clarification of basic social rights and social participation other than public values for the purpose of the ordinance; expansion of universality of benefit targets such as change of payment unit from household to individual unit, abolishment of restrictions for only one payment, and mitigation of requirements for exclusion from application; clarification of effort obligation regulations to ensure benefit adequacy; reorganization of the delivery system such as committee establishment, cooperation between upper- and lower-level local governments, and regularization of village education; clarification of objection provisions for right remedies; and name change to farmers and fishers allowances. The enactment of ordinances is requested in Busan, Daegu, Daejeon, and Sejong, where there is no ordinance on allowances for farmers and fishers despite the existence of farmers and fishers.
