WTO 체제하에서 경쟁력이 약한 우리나라 농업 여건상 중앙정부의 농업발전정책은 기초자치단체의 자체노력과 조화될 때 달성될 수 있다. 기초자치단체의 농업발전 노력에 가장 큰 걸림돌이 낮은 재정자립도라고 인식되고 있다. 그러나, 여건상의 제약을 극복하고 지방농업과 농촌을 발전시킬 수 있는 방안이 필요하다. 특히, 기초자치단체장의 의지가 아주 요소가 될 것이다. 기초자치단체의 농정 과정에서 집행기관과 지방의회의 상호협조와 견제는 지방자치제의 핵심이다. 따라서 이 연구는 기초자치단체의 농정기능 수행 과정에서 제기되는 문제점을 발견하고 이에 대한 발전방안을 모색하는 데에 목적이 있다. 2. 연구방법 기초자치단체의 농정공무원, 자치단체장, 지방의회 의원을 대상으로 한 설문조사를 통해 기초자치단체의 농정기능에 대한 조사를 하고, 이를 기초로 삼아 설문지를 농업인, 기초자치단체 공무원, 지방의회 의원을 대상으로 조사하였다. 3. 연구내용 ◇ 기초자치단체 농정의 문제점 기초자치단체의 효율적 농정 수행을 저해하고 있는 요인으로 첫째, 농정집행을 위한 종합 및 조정체제의 부재, 상위정부의 협조부족, 중앙농정 결정시 기초자치단체의 의견을 수렴하는 제도적 장치의 불비, 읍·면기능의 약화, 농촌지도사업의 축소와 형식성, 기초자치단체장의 정책 결정에서의 절대권력화, 지방농정추진을 위한 종합기획기능의 부재, 농정평가기능의 부재, 합리적 자체농정의 결정방식 부재와 같은 집행기관의 문제가 있다. 둘째, 농정에 관한 입법기능, 집행기관에 대한 견제기능과 농정평가기능의 취약과 지방의회 의원의 님비 현상의 만연과 같은 지방의회가 가지는 문제가 있다. 셋째, 지역 특성을 살리는 농업의 부재와 주민자치의 불비가 저해요인으로 지적된다. ◇ 기초자치단체 농정의 개선방안 이러한 문제를 해결하기 위해서는 첫째, 정치제도적 발전방안으로 중앙농정결정 과정에 기초자치단체 참여의 제도화, 자율적 예산편성 범위의 확대, 중앙정부의 각 부처에서 위임되는 사업의 통합집행체제 마련, 광역자치단체와 기초자치단체간의 농정집행과정 개선, 세제개편을 통한 지방재정 강화, 지방의회의 광역화 방안 등이 고려될 수 있다. 둘째, 중앙정부의 농정수행방식의 발전방안으로써 포괄보조금제도의 확대를 통한 지방재정 강화, 토지이용규제에 대한 지원의 제도화, 사업시행의 융통성과 농정자금배분권한 부여, 공익 기능을 수행하는 기초자치단체에 대한 특별지원, 행정간소화와 농정평가기능강화와 지원제도 확립, 읍·면 기능 강화, 지속적 농업생산 기반시설투자, 농정집행기관과 농업기술센터의 통합과 광역화, 기초자치단체 자체농정결정을 위한 협의체 구축, 주민의견 발의 및 청취의 제도화, 기초자치단체장의 자율성과 책임성 제고 등이 고려될 수 있다. 셋째, 지방의회의 기능 강화를 위해 지방의회 의원 수의 축소와 전문위원 증원, 의정자문기구 설치, 농림상임위원회 설치와 비상임 전문위원제 도입, 농정집행에 대한 평가와 견제 기능을 강화해야 한다. 넷째, 주민자치의 활성화를 위해 많은 농업인이 농정심의회에 참여할 수 있게 하고, 기초자치단체의 업무를 감시하기 위해 주민 옴부즈만제도, 주민투표제, 주민감사청구제가 도입되어야 한다. 이 연구에서 제시된 다양한 발전방안은 동시에 추구되기 어렵다. 기초자치단체의 농정집행기관과 지방의회의 농정 기능을 강화시키기 위해 용이하게 접근할 수 있는 사항은 단기적으로 개선하여 농정의 효율성을 도모하고, 장기적으로 접근할 수 있는 사항은 지방자치제의 궁극적인 목표달성을 염두에 두고 점진적으로 개선해야 한다. 이를 위해 기초자치단체, 광역자치단체, 중앙정부, 정치권의 공동노력이 요구된다. The purpose of this study is to reestablish the agricultural policy functions for local governments that is fit for the era of localization. The methods of research were mainly on the spot investigations conducted through mail surveys and interviews with public officials and members of legislative bodies of local governments and farmers. Interviews were conducted to throughly examine the agricultural and rural situations and related policies. Eleven local governments were selected and examined based on the classification of regional characteristics such as flat field areas, mountainous areas, vicinity of large cities, and island areas. Although it is time for local autonomy to reach a firm establishment, it has not yet achieved the ultimate goal of local autonomy substantially. Local autonomy is formally established. However, the centralization of power is still dominant. Although Korean local autonomy, in the institutional sense, is more democratic than that of advanced countries, it is underdeveloped in the functional aspect. This is because the local government has not been operated by residents with specific regional characteristics. In the era of globalization, it is very difficult for Korean agriculture to be competitive. Efforts of the central government for assuring competitiveness has been restricted. Therefore, efforts of local governments should be harmonized with those of the central government. Simply implementing central government's policies is not sufficient in developing agriculture and rural areas. Local governments should carry out their own regional development policies including agricultural policies. Maintaining check and balance between the administrative and legislative bodies in local autonomous entity is a must in local autonomy. The agricultural policy formulation function of local government should be the most important one for the development of locality. Generally, policy formulation is conducted by two kinds of ways such as the "iron triangle" and "issue network." Intergovernmental relation in Korea belongs to the 'Overlapping Authority Model' in the institutional aspect and to the 'Inclusive Authority Model' in the functional aspect. The discord between substantial operation and institutionalized form results in problems in carrying out the local government's own policies related to agricultural and rural development policies. Also, local governments have not been able to carry out the function of policy evaluation and coordination function of various developmental policies for their local interests. The chief executive of local government is the most powerful figure in its politics. It is generally recognized that chief executive's value system, career, and the degree of financial independence is the most important in formulating agricultural policies. However, the key factor is the chief executive's value system. Problems in carrying out local government's own agricultural policies are as follows: the absence of coordinating function for policy implementation, the shortage of upper level governments' supports, the absence of participation in deciding central government's agricultural policies, the weakness of street level implementing agencies(Eup and Myon), the scale-down and formality of directing projects for rural development, the absolute power of the chief executive, the absence of comprehensive planning function, the absence of policy evaluation function, and the absence of rational policy making procedure in the executive body; the weakness of functions of policy making, controlling the executive body, and evaluating agricultural policy, and district centered politics in the legislative body; and underdevelopment of residents' autonomy and regionally specified agricultural industry. There are four solutions to these problems: first, political and institutional improvements are local government's participation to the central government's agricultural policy making procedure, the expansion of discretionary budgetary authority, the integration of various projects come from several ministries, the improvement of agricultural policy implementation process between provincial government and local government, the strength of local government's finance through reforming the tax system, and the integration of local legislative bodies. Second, the improvements of central government's cooperation are to give local governments discretionary power to use subsidies and allocation of public finance, the institutionalization of support for the regulation of land use, the simplification of administrative procedure, continuous investment for improving production activities, the integration of executive body and agricultural technology center, the establishment of committee for agricultural policy making, the institutionalization of public hearings, the improvement of chief executive's responsibility and discretionary power. Third, the improvements of legislative body are the reduction of number of local government's legislators, the increase of specific advisors, the establishment of an advisory body for agricultural development that is a core industry in the jurisdiction of local governments, the establishment of the committee of agriculture and forestry, and the reinforcement of policy evaluation function. Fourth, the improvements promoting resident's participation are needed such as the introduction of the Ombudsman system, residents' election to make agricultural policies, and the residents' petition system. The problems cannot be solved in a short term by above mentioned solutions. The improvements that can be easily accessed without the change of political system or laws should be fulfilled first in order to achieve the efficiency of agricultural policy implementation. After that, in order to achieve the ultimate goal of local autonomy political and institutional changes must be followed.
