허길행 김경필 2018-11-15T07:56:13Z 2018-11-15T07:56:13Z 2002-12 R440 http://repository.krei.re.kr/handle/2018.oak/14511 제1장 서 론 1. 연구의 배경과 필요성1 2. 연구 목적2 3. 선행연구 검토3 4. 연구범위 및 방법4 제2장 공동출하의 의의 1. 공동출하의 개념과 중요성6 2. 공동계산의 전제조건22 3. 공동출하의 유형25 제3장 공동출하 실태 1. 농가 농산물 판매 실태29 2. 작목반 조직 및 관리실태32 3. 농산물산지유통센터 운영실태35 4. 공동출하 도입단계별 특징37 제4장 공동출하 유형별 효과 분석 1. 공동출하 효과 분석 방법44 2. 공동출하의 추진효과 분석48 제5장 공동출하 유형별 추진전략 1. 유형별 성공 및 실패요인84 2. 공동출하·공동계산 확대 전략94 제6장 요약 및 결론104 부록: 외국의 공동판매제도111 Abstract134 요 약 이 연구의 목적은 공동출하의 실태와 유형별 추진효과를 분석하고 발전제약 요인을 파악함으로써 농산물의 공동출하, 특히 공동계산의 확대 및 개선방안을 모색하는 것이다. 공동계산의 유형은 품목부류별, 추진범위별 발전단계에 따라 8개 유형, 11개 사례로 구분하였으며, 분석은 각 유형별 사례조합을 심층적으로 조사한 결과에 근거하였다. 연구대상 품목은 복숭아, 배, 포도, 오이, 참외, 상추, 대파, 당근, 감자, 풋고추이다. 일반출하 가격에 대비한 공동계산 출하 시 판매가격 제고효과는 개략적으로 작목반 단위의 복숭아 16∼18%, 조합단위 배 23%, 조합단위 포도 13%, 연합단위 배는 25% 정도의 판매가격 제고효과를 보였다. 작목반 단위의 오이는 25%, 조합단위 참외는 16%의 판매가격 제고 효과를 보였다. 작목반 단위의 상추는 100%, 조합단위의 대파 33%, 당근 4%, 감자 103% 정도, 연합판매사업의 풋고추 품목은 1% 정도의 판매가격 제고효과를 보였다. 전체적으로는 대략 20∼30% 정도의 판매가격 제고 효과가 발생하였다. 공동계산으로 출하하는 유통비용은 일반적으로 일반 출하시보다 높은 것으로 나타났다. 공동계산 시의 유통비용 비율이 일반출하 시에 비해 높게 나타난 사례는 충북음성 감곡농협 작목반단위 복숭아 품목이 1.8%p, 경기 안성과수농협의 연합사업 배 품목 7.7%p, 강원홍천 내촌농협의 작목반단위 오이 2.1%p, 경북성주 대가농협 참외 3.1%p, 경북성주 수륜농협 작목반단위 상추 15%p, 강원연합사업 풋고추가 3.6%p 정도 증가하는 것으로 나타났다. 반면, 일반출하에 비해 공동계산 시 유통비용 비율이 감소하는 것으로 나타난 사례는 경북상주 외서농협 조합단위 배 1.9%p, 충남 아산원협 조합단위 포도 5.4%p, 강원 대관령원협의 조합단위 대파, 당근은 각각 8.0%p, 1.3%p, 경북김천 조마농협의 감자는 5.6%p 감소하는 것으로 나타났다. 공동계산 출하 시 판매가격에서 유통비용을 제한 농가의 실질적인 수취가격 제고효과를 살펴보면, 과일류에서 복숭아 18.8%, 배 30.0%, 포도 25.6%, 배(연합판매)는 13.5%가 더 높은 것으로 나타났다. 과채류에서는 오이 34.9% 참외가 18.9% 정도 더 높은 것으로 나타났다. 채소류에서 상추는 35.0%, 대파는 70.1%, 당근은 7.0%, 감자는 118.0% 더 높게 나타나고 있으나 풋고추(연합)는 2.8%p 낮은 것으로 나타났다. 대부분의 공동계산 출하는 판매가격 뿐만 아니라 유통비용을 제한 후 농가수취가격도 일반출하에 비해 높아 경제적으로 이익이 발생하고 있음을 보여주고 있다. 경제외적 효과는 생산자 측면에서 판로개척 및 지속적 거래 가능, 생산기술 향상 및 반원간 결속강화, 소득안정효과, 생산품의 고품질화, 공동출하 시 절감노동력 활용 등으로 나타났다. 농협 측면에서는 조합 판매사업 실적증대, 조합의 전반적인 사업능력 향상, 판매사업 활성화 및 신용 구매사업 촉진, 조합의 정체성 확인 및 조합원의 조합에 대한 인식전환, 조합의 유통시설 활용 제고, 지역 내 자원활용 극대화 및 이종 조합간 협동력 강화 등의 효과를 보여주었다. 공동계산 출하의 주요 성공요인은 공동계산 추진 작목 개발 및 주산지여건 활용, 희생적이고 유능한 지도자 발굴 및 육성, 조합원의 이해와 협동심, 건실한 작목반 육성 및 지원, 참여 농가의 수익성 및 편익 제공, 조직의 합리적인 운영 시스템 개발, 조합에 적정한 수익제공 등으로 요약된다. 한편 공동계산 출하의 실패요인들은 지속적인 상품성 유지의 어려움, 물량 확보 및 지속적 공급의 어려움, 참여농민들 간의 불신, 지속적인 편익제공의 실패, 지도자의 열의 상실 등으로 나타났다. 공동계산을 확대하기 위한 공통적인 활성화 전략으로는 지역농업의 육성과 주산품목의 육성, 농협 지도사업의 강화, 농협 경영효율성 제고, 조합의 수익성 확보로 제시할 수 있다. 발전단계별 추진전략은 주산품목 발굴 및 새로운 작목 도입 단계, 작목반중심의 공동계산 추진단계, 조합중심의 공동계산 추진단계, 조합간 연합 및 시·도 단위의 확장단계별 전략으로 구분하여 제시하였다. The purpose of this study is to analyze effects of the existing cooperative pooling practice including joint shipment and joint settlement of accounts and to draw up recommendations for future development plan by grasping a variety of restrictions in execution and enlargement of the practice. The types of cooperative pooling practice were classified into eight types and eleven cases by characteristics of agri- cultural products and development stage of the practice. The data used is based on the survey results on the primary cooperatives for agricultural products. The products analyzed are peach, pear, grape, cucumber, melon, lettuce, green onion, carrot, potato, and green pepper. The stage of development was classified into three ; stage of cooperative farming groups, stage of cooperative, stage of inter-cooperatives. Most of the cooperative pooling practices are proved to bring greater economic profits to farmers than an individual shipment by raising the selling prices. The pooling practice showed an increase in the farmer-received price, after deducting marketing cost over the selling price, by 18.8 percent for peach, 30.0 percent for pear (13.5 percent for pear in case of the union of Ansung-City, 25.6 percent for grape, 34.9 percent for cucumber, 18.9 percent for melon, 35.0 percent for lettuce, 70.1 percent for green onion, 7.0 percent for carrot and 118.0 percent for potato, compared with cases of individual shipment. However, it is noteworthy that the price of green pepper was lower by 2.8 percent in the pooling practice than in individual shipment. In general, pooling sales have an effect of raising price by 10 to 30 percent than individual sales. In addition, it is noted that the cooperative pooling practice brought non-economic effects such as opening of new markets, sustainable business transactions, improvement of production technology, strength- ening harmony between/among producers, production of high- quality products, saving of labor force, income stabilization for producers, etc. The pooling practice also brought to the primary cooperatives positive effects including promotion of selling business and credit-purchasing business, better understanding of the primary cooperative and identity of the cooperative, higher use of marketing facilities owned by the cooperatives, greater use of regional resources, and inter-cooperative collaboration, etc. The factors for successful pooling practices for agricul- tural products are finding of region-specific products, better utilization of production environments, fostering of leaders with ability and self-sacrificing spirit, cooperative spirit of partici- pating member farmers, fostering and support of cooperative farming groups whose aim is to promote cooperative marketing and produce quality products, increase in earnings for member farmers, development of rational management system for the pooling practice, offering of reasonable earnings to agricultural cooperative, etc. The unsuccessful factors lies in the difficulties to maintain products quality, and to procure and supply continu- ously agricultural products, distrust between/among the partici- pating members, failure of providing continuous benefits, loss of leaders' concern, etc. The common strategies to expand the pooling practice include upbringing of regional farming and region-specific products, strengthening of the extension service provided by the agricultural cooperatives, improvement of efficiency in managing the agricultural cooperatives, etc. The strategies by development stage include finding of region-specific products, execution of joint settlement of account by the cooperative farming groups and by the cooperative, expansion of the pooling practice between/among inter- cooper- atives at the city and province levels, etc. 농산물 공동출하 유형별 효과 분석과 개선방향 An analysis of effects of the cooperative pooling practices by type for agricultural products and recommendations for future development KREI 보고서 Han, Hoseok Kim, Kyungphil
