이계임 김성용 최지현 임소진 2018-11-15T07:58:32Z 2018-11-21T01:20:08Z 2003-03 C2003-7 http://repository.krei.re.kr/handle/2018.oak/14685 Ⅰ. 제 목 수산물 수급실태 분석과 중장기 전망에 관한 연구 Ⅱ. 연구개발의 필요성과 목적 수산물은 우리나라의 중요한 동물성 단백질 공급원으로서 소비가 증가하고 소비행태도 다양화·고급화되는 추세이며, 질병의 예방 및 치료효과가 밝혀짐에 따라 향후 빠른 수요 증가가 예상되는 식품이다. 수산물 생산은 1994년 이후 감소추세를 보이고 있으며, 최근 생산성 저하와 어장 상실 등의 영향으로 생산확대가 쉽지 않은 상황이다. 더욱이 수산물 수입은 1997년 전면 개방 이후 연평균 15% 이상의 빠른 속도로 증가하고 있으며, WTO체제의 본격적인 출범과 APEC의 조기자유화 조치 등으로 더욱 가속화될 가능성이 크다. 따라서 소비자 기호 변화 및 시장여건 변화에 능동적으로 대응하기 위해서는 수요와 공급측면에서 변화요인을 규명하고 수급 전망이 이루어져야 하며, 이를 기초로 정책과제를 도출할 필요가 있다. 이 연구는 수산물 수급 변화를 분석하고 중장기 수급을 전망함으로써 정책수립에 필요한 자료를 제공하는 것을 목적으로 수행되었다. 공급 여건 분석과 예측을 통해 지속적인 생산기반 구축을 위한 기초자료를 제공하고, 수산물에 대한 소비행태와 소비결정요인 등의 다각적인 분석을 통해 소비구조를 규명함으로써 수급안정정책 수립에 필요한 정보를 제시하고자 하였다. Ⅲ. 연구개발 범위와 분석방법 연구대상은 어패류와 해조류를 포함하여 유별?어종별 분석을 병행하였다. 수산물은 특성상 수요와 공급을 동시에 고려하는 모형 설정이 어렵기 때문에 수요와 공급모형을 별도로 설정하여 분석하였다. 또한 수요 분석에서는 소비결정요인 분석을 위해 통계청 도시가계조사 원자료를 이용하였으며, 소비자의 선호 및 구매행태 분석을 위해 소비자 설문조사를 병행하였다. Ⅳ. 연구개발결과 수산물 생산은 1980년대 후반 이후 어업자원의 감소, 어장환경의 악화, 해외어장의 축소 등으로 감소추세로 전환되었다. 반면 1997년 7월 수산물 시장 전면개방으로 수입이 크게 증가함에 따라 1980년대 130% 이상에 달했던 자급률이 2001년에는 81% 수준까지 하락하였다. 수산물 소비량은 일본보다는 적지만 대부분 국가들보다 월등히 많은 수준이며, 2001년까지 연평균 2% 내외의 증가추세가 지속되었다. 2001년과 1991년 통계청 도시가계조사 원자료를 이용하여 소득, 연령, 사회특성요인이 어패류 지출에 미치는 영향을 분석한 결과 소득 증가에 따라 고급어류와 갑각류에 대한 지출이 빠르게 증가하는 것으로 나타났다. 대중어류와 어개가공품의 소득 증가에 대한 반응정도는 상대적으로 낮았다. 가구특성별 선호도 분석결과 사무직 가구, 여성가구주인 가구, 맞벌이 가구, 서울지역 거주 가구는 다른 가구에 비해 어패류 소비가 적고, 가구주가 고학력인 가구는 가공제품과 해조류 소비가 많은 것으로 분석되었다. 수산물에 대한 연령별 선호를 비교하면 가공품을 제외하고는 50세 이상인 가구원의 선호도가 다른 연령대 가구원에 비해 높았다. 성별로는 생선류에 대해서는 남성가구원의 선호도가 높은 반면, 갑각류와 염건어개류에 대해서는 여성의 선호도가 높았다. 주요 어종별로 갈치는 서울지역 거주 가구가 상대적으로 많이 소비하고 가구주 학력격차에 따른 지출차이가 크게 나타나는 특징이 있으며, 고등어는 서울지역 거주 가구의 지출이 적고 여성가구원에 비해 남성의 선호도가 높은 특징이 나타난다. 오징어는 여성가구원의 선호도가 높으며, 1991년만하더라도 고학력 가구의 지출이 많았으나 2001년에는 오히려 적은 것으로 분석되었다. 멸치는 서울지역과 고학력 가구의 소비가 많고, 50세 이상 연령계층과 여성의 선호도가 높았다. 전국 889가구를 대상으로 소비자 설문조사를 실시한 결과 신선어개류는 주로 일주일에 한 번, 염건어류와 해조류는 한 달에 한번 구입되고 있었으며, 종류에 상관없이 대형할인매장이나 재래시장에서 구입되는 경우가 가장 많았다. 생선을 구입할 때 일 년 내내 몇 가지 종류 위주로 구입하는 가구의 비중이 63.7%에 달하였으며, 대부분(72.4%)의 가구는 구입처에서 손질한 형태로 구입하고 있었다. 소비자들이 수산물 구입시 가장 우선적으로 고려하는 사항은 신선도(67.6%)이며, 품질만족도는 생선류와 가공품에 있어서는 상대적으로 낮고 건어물과 해조류에 대해서는 상대적으로 높은 편이었다. 포장수산물이나 즉석?조리식품에 대한 선호도는 아직 높지 않았으며, 수산가공품은 가끔 이용한다는 가구가 64%로 주로 조리하기 편하기 때문(77.5%)에 이용하고 있는 것으로 조사되었다. 수산물 구입시 대부분 소비자들은 원산지를 확인하고 있으나, 가격차가 크고(32.1%), 바다의 국경경계가 불분명하여 국내산 구분이 불분명하기 때문(28.1%)에 응답소비자의 42%는 확인은 하지만 국내산 여부를 크게 고려하지 않는다고 응답했다. 한편 대부분의 소비자들은 수산물이 국내산인지 수입산인지 여부를 거의 육안으로 구별할 수 없으며, 구별할 수 있다고 응답한 가구는 12.4%에 불과하였다. 자연산과 양식산 중에서는 자연산을 선호하는 가구가 66.7%로 매우 높으며, 활어회와 선어회 중에서는 대부분 소비자가 활어회를 선호하며 선어회의 안전성에 대한 인식이 여전히 낮은 수준이었다. 수산물의 안전성에 관심이 높아 생선회의 경우 응답자의 49%가 여름철에는 소비하기를 꺼리고 있었으며, 비브리오 패혈증 주의보가 내려질 경우 응답가구의 60%는 전혀 먹지 않겠다고 응답하는 등 매우 민감한 반응을 보였다. 수산물 생산함수는 전년도 어획량이 현재 연도의 생산성에 영향을 미치게 된다는 가정 하에 부분조정모형을 적용하였으며, 최우도추정법을 이용하였다. 수산물 수요함수는 LAIDS와 단일방정식 수요함수 모형을 이용하여 추정하였으며, 가락동 도매시장의 월별 출하실적 자료를 사용하고 소비의 계절성과 식습관 변화를 고려하였다. 수출입함수는 수출입실적이 많거나 증가율이 높은 주요 품목을 대상으로 하였으며, 수출공급함수에는 일본의 소득과 수출가격이 변수로 사용되었다. 국내산 생산을 예측한 결과 현재와 같은 감척사업, 해양환경개선사업, 기술개발사업 등 수산정책이 지속될 경우 2012년 연근해 수산물 생산은 현재보다 9.4～12.1% 포인트 증가할 것으로 전망되었다. 수요예측 결과 2012년까지 높은 수요 증가가 예상되는 어종은 게, 고등어, 김, 멸치, 넙치로 연평균 2.4～3.4%의 증가속도를 나타낼 것으로 전망되었으며, 반면 굴, 가자미, 가오리의 수요증가율은 0.1～1.2%로 상대적으로 낮을 것으로 전망되었다. 총수요는 2012년까지 연평균 2.0%(1인당: 1.6%)의 증가율을 보여 1990년대와 비슷한 증가추세가 지속될 전망이다. 부류별로는 갑각류와 어류의 수요 증가가 각각 2.5%, 2,4%로 높은 반면 패류의 수요는 0.3%로 정체를 보일 것으로 전망되었다. 수출이 가장 빠르게 증가할 것으로 예상되는 어종은 오징어로 2012년까지 연평균 3.8%의 증가율을 나타낼 것으로 보인다. 수출규모에 크게 변화가 없을 것으로 예상되는 어종은 참치와 굴 등이며, 미역의 수출규모는 향후 약간씩 감소하는 추세가 지속될 것으로 전망된다. 수입 증가율이 가장 높은 어종은 갈치로 연평균 증가율이 6.4%로 예측되었으며, 대부분 4～5%대의 증가율을 나타낼 것으로 보인다. 결과적으로 어선어업의 경우 2012년 추정자급률이 명태 32%, 갈치 57%, 조기 23% 등 대부분 어종의 자급수준이 크게 하락할 것으로 예측된다. 반면 현재 과잉현상을 보이는 양식어업의 경우 2012년 자급률이 우럭 124%, 김 117%, 미역 130% 등 과잉현상이 가중?지속될 것으로 예측되어 이들 어종에 대한 수급조정정책이 필요할 전망이다. 향후 수산물 수급안정과 경쟁력 강화를 위한 부문별 주요 정책과제를 제시하면 다음과 같다. ① 안정적 공급관리체계 구축을 위해 국가차원의 효율적인 어업자원 관리 조성을 위한 TAC 대상 확대와 ITA제도 도입, 수산물의 생산기반 조성을 위한 인공어초사업, 수산종묘방류사업, 바다목장사업 확대가 필요하다. ② 생산구조 개편을 통해 경쟁력을 제고시키기 위해서는 연근해어업의 경우 감축, 휴어제, 선복량 및 어구사용 제한, 표준어선형 개발 등이 검토되어야 한다. 양식어업의 지속적 발전을 위해서는 환경수용력에 기초한 양식어장의 재배치, 어장환경 개선, 고품질 배합사료 개발, 한냉성 양식어종 개발 등이 필요하다. 김, 미역, 우럭 등 과잉생산 예상어종의 생산조정제 도입을 검토하고, 가공기술 개발과 산업화를 추진해야 한다. ③ 수산물 소비기반 확보를 위해서는 연령계층에 맞는 조리법 및 가공품 개발과 소포장, 전처리 포장식품 생산 확대가 필요하다. 또한 수산물 안전성에 대한 신뢰도 제고를 위해 위해요인에 대한 정확한 정보제공과 안전한 관리?조리법에 대한 홍보가 수반되어야 한다. 선어회 유통 활성화를 위해서는 품질의 우수성에 대한 홍보와 가공공장 시설 지원 등이 요구된다. ④ 수산물 수출시장 확대를 위해서는 수출국 소비자의 선호에 부응한 품종?제품개발, 마케팅 강화, 위생관리 제고, 해외시장 다변화 등이 추진되어야 한다. 수입관리 강화를 위해서는 관세율 할당제도 도입, 관세체계 합리화, 선검사품목 확대, 검사기준 강화, 표시제도 강화 등이 필요하다. ⑤ 정부비축사업은 축소하고 민간유통기능을 강화하며, 자조금제도 도입과 유통명령제를 검토해야 한다. 과학적 수급 평가를 위해서는 인력?장비의 확보와 통계조사의 신뢰성 구축이 필요하며, 소비지거래정보 구축을 위해 감모량, 가공수요량, 유통통계조사 등이 실시되어야 한다. Ⅴ. 연구개발결과의 활용계획 본 연구결과는 수산정책과 영양정책 수립시 기초자료로 활용될 수 있으며, 수산가공산업체와 생산자에게는 유익한 시장정보로 활용될 수 있을 것으로 판단된다. 특히 다음 영역에서 활용할 것을 건의한다. ·수산물 소비구조 및 소비자 선호 분석 · 어종별 생산 전망 · 어종별 수요 전망 · 주요 어종의 수출입 전망 · 수급안정을 위한 정책 수립 I. Title Supply and Demand Projection for Fishery Products Ⅱ. Purpose of Research Fishery products are a major source of animal protein in Korea. With increased consumption of fishery products, consumption patterns of those products have changed so that people pursues varieties and high quality in purchasing them. As precautionary and curing effects of fishery products on diseases have been known to consumers, demand for fishery products is expected to fast increase in near future. Production of fishery products has decreased since 1994, and in recent years, fishery industry has difficulty in expanding its production because of the decline in its productivity and the loss of fishing grounds. Imports of fisher products have increased with average growth rate of 15% per year since the import liberalization of fishery products in 1997, and the increase in their imports would become faster and faster as a result of the launch of the WTO system and the early trade liberalization measures of APEC. To copy with changes in consumers' preference and market situation of fisher products, we need to examine factors to affect the market for those products, forecast the demand and supply for them, and derive policy options for fishery industry. The purpose of this research is to analyze changes in the market for fishery products and forecast the mid-long term demand and supply for them, and thus provide information useful to develop policy options for fishery industry. For these purposes, we analyze and forecast the environment surrounding the supply of fishery products in order to provide information useful to their sustainable production. In addition, we conduct various analysis of consumption patterns on fishery products. We expect that these research results provide information necessary to develop policy options for the market stabilization of fishery products. Ⅲ. Scope and Methodology of Research The subjects of research include fishes, shellfishes, and sea weeds. Pukyong National University conducts supply analysis for fishery products. We analyze the demand and supply of fishery products independently because, it is very difficult to develop a simultaneous model for fishery products. In addition, we estimate the export and import functions for major fishery products. In demand analysis, we use the Household Expenditure and Income Survey data published by the National Statistical Office, and conduct a survey of consumers' preference and purchasing patterns for fishery products. Ⅳ. Results of Research Fishery products are one of major sources of nutrition supply which account for 39%(2001) in the total animal protein supply, and evaluated as a cheap and nutritional food compared with meats because they provide not only protein with the supply price being 81% of meats' one but also high quality non-saturated fat, various vitamins, and inorganic minerals. Production of fishery products has begun to decline since the late of 1980's because of the decrease in fishery resources, deterioration of fishing environment, and reduction of abroad fishing grounds. As the imports of fishery product have largely increased since the market liberalization of fishery products in 1997, the self-sufficiency rate of fisher product decreased from over 130% in 1980's to 81% in 2001. Consumption of fishery products in Korea is less than that in Japan, but is much more than those in other countries. It has continued to increase with the average growth rate of 2% per year until 2001. Based on the analysis of 1991-2001 Household Expenditure and Income survey data, household expenditures on high quality fishery products and shellfishes among fishery products fastest have increased with the rise of household income, while expenditures on popular fishery products and processed fishery products have relatively slowly increased with the rise of household income. Households with heads employed in clerical work or being females or with double income earners, or households which reside in Seoul have less expenditure on fishes and shellfishes than other households, while household with heads having the highest education level have more expenditure on processed products and sea weeds. Household members aged over 50 have more expenditure on all fishery products except processed products than other members. Males more like fishes than females, while females more like shellfishes and salted & dried fishery products than males. Households residing in Seoul consume relatively more hair-tail than other households, while those households consume less mackerel than other households. Female household members and households with head having low education level more like squid than males and other households, respectively. Households residing in Seoul or with head having the highest education level consume more anchovy than other households, while females and household members aged over 50 more like anchovy than others. Based on the result of survey, people purchase fresh fishery products once in a week, salted & dried fisher products and sea weeds once in a month. Most of respondents purchase fishery products at convenient stores or conventional markets. Households which purchase several fishery products during a year account for 63.7%, while most of them (72.4%) purchase fishery products trimmed at stores. Most of consumers (67.6%) rank freshness as the most important factor in purchasing fishery products. Consumer preference for packed or precooked fishery products appears to be not high. Sixty-four percent of respondents purchases processed fishery products because those products are convenient to cook, as 77.5% of them answered. Although 42% of respondents read country of origin label, most respondents do not consider whether fishery products are domestic or not because the price difference between domestic and foreign products is high and it is difficult to distinguish domestic products from foreign products with the eye. Sixty-seven percent of respondents prefer natural fishery products to raised ones. Most respondents more like raw fishes sliced from lived fishes rather than those from fresh fishes because of consumers' concern on safety on sliced fresh fishes. Consumers' concern on safety of fishery products appears to be very high as the survey results show that 49% of respondent do not eat raw fishers in summer and 60% of them do not eat raw fishes in the period of warning vibrio vulnificus septicemia. We estimate supply and demand function for fishery products with partial adjustment model and Linearized Almost Ideal Demand System (LAIDS) model, respectively. For estimating demand function, we use the monthly shipment data obtained from the wholesale market located at Galak-dong in Seoul, and consider seasonality and habit in consumption of fishery products in estimating the LAIDS model. We also estimate export and import functions for major fishery products and use national income in Japan and export prices as explanatory variables of the export function. The results of forcasting domestic supply for fishery products show that in 2012 the supply of fishery products captured at coastal sea is expected to increase by the range between 9.4% and 12.1% of the current level. Results of forcasting demand for fishery products show that demands for crab, mackerel, and anchovy among fishery products increase fastest with the average growth rate of from 2.4% to 3.4%, while demands for oyster, flatfish, and stingray increase relatively slowly with the average growth rate of from 0.1% to 1.2%. Total demand for fishery products is expected to have the average growth rate of 2.0% until 2012, and in kinds of fishery products, the demands for crustacea and fishes are expected to have the average growth rate of 2.5% and 2.4%, respectively, while the demand for shellfishes has the average growth rate of 0.3%. The export of squids is expect to increase faster than other fishery products and has the average growth rate of 3.8% until 2012. There appear to be little changes in exports of tuna and oyster, while the export of brown seaweed is expected to decline. The average growth rate of import for hair-tail appear to be 6.4% and rank as the highest among fishery products. The average growth rates of import for other fishery products range between 4 and 5 %. As a result, the sufficiency rates of Alaska pollack, hair-tail, and croaker are estimated to be 32%, 57%, 23%, respectively. For raised fishery products, the sufficiency rate of flounder, laver, and brown seaweed appear to e 124%, 117%, 130%, respectively, implying that we need policy measures to copy with the oversupply of raised fishery products. Policy implications for stabilizing the market for fishery products and enhancing the competitiveness of fishery industry are summarized as: 1. It is necessary to introduce the ITA program, expand the subjects of the TAC and construct the infrastructure for fishery product production in order to develop the management system of stable supply for fishery products. 2. It is necessary to consider reduction of the number of fishing vessels, idling of fishing, restriction in the shipping amounts and the use of fishing implements, and development of standard fishing vessels in order to enhance the competitiveness of fishery industry through reorganization of the production structure. 3. It is necessary to develop recipes and processed fishery products appropriate to each age group and expand the production of small packed products, and pre-trimmed & packed fishery products in order to obtain the stable basis of fishery product consumption. In addition, it is necessary to provide consumers with right information about possible hazard in fishery products and educate them about the method of safely handling and cooking fishery products in order to improve consumers' confidential on safety of fishery products. 4. It is necessary to reduce the government purchase program for fishery products, enhance the marketing roles of private sectors, and introduce a kind of checkoff program and marketing order program for fishery products. In addition, we need to establish various marketing survey systems for fishery products in order to concisely evaluate the market situation of fishery products. Ⅴ. Utilization of Research Results Results of this research are expected to contribute to establishing policy options or nutrition programs for fishery products, and to provide useful information for processors and producers of fishery products.
