김정호 박문호 김태연 2018-11-15T07:59:46Z 2018-11-15T07:59:46Z 2004-12 R486 http://repository.krei.re.kr/handle/2018.oak/14769 요 약 이 연구는 지역농업 발전을 위한 농산업 클러스터의 형성과 발전 방향을 모색하는 데 목적을 두며, 산업 클러스터에 관한 이론을 농업 분야에 접목하여 체계화하고 현장의 적용 가능성과 조건을 분석하여 관련 정책의 개선 방안을 제시하고자 하였다. 산업 클러스터는 포터(M. Porter)에 의해 캘리포니아 실리콘밸리(Silicon Valley)의 사례가 알려지면서 연구자들의 관심을 집중시키게 되었으며, 종래의 생산 및 거래비용 축소를 위하여 구상된 단순한 산업 집적지로서의 역할을 넘어서 기술혁신과 지식창출의 근원지로서 역할이 기대되고 있다. 국내에서는 2001년부터 산업 클러스터가 본격적으로 논의되기 시작하여, 농업 분야에서도 2004년에 농림부에서 ‘지역농업 클러스터 육성방안’을 구상하기에 이르렀다. 이 연구에서는 현재 사용되고 있는 ‘지역농업 클러스터’라는 용어가 ‘농산업 클러스터’로 재정립되어야 한다는 점을 지적하고, 농산업 클러스터를 ‘일정 지역에 특화된 농산물의 생산·유통·가공 등과 관련된 농업경영체와 농산업체, 대학 및 연구소, 행정기관·단체 등이 산·학·연·관 네트워크를 형성하고 경쟁과 협력을 통하여 지역농업 혁신의 상승효과를 이루어가는 집합체’라고 규정하였다. 또한 농산업 클러스터가 지역의 농업생산 조직과 전후방 산업이 연계하여 시너지 효과를 추구하면서 나아가 행정과 연구개발 기능 등이 서로 긴밀한 네트워킹을 통하여 지역농업의 새로운 추진체를 형성하는 것은 농업 발전의 청신호로 볼 수 있을 것으로 평가하였다. 농산업 클러스터는 이제 구상하는 단계이며, 대체로 다음과 같은 형태를 상정할 수 있다. 첫째는 생산·유통 주도형 클러스터로서, 특정 품목의 생산자를 중심으로 신선농산물의 수출·유통 등과 관련된 주체가 수평적인 네트워크를 형성하는 형태이다. 둘째는 가공 주도형 클러스터로서, 특정 품목의 가공업체를 중심으로 농산물의 단순 가공 및 생명산업으로 발전하기 위한 관련주체가 수직적인 네트워크를 형성하는 형태이다. 셋째는 테마 주도형 클러스터로서, 특정 품목에 국한되지 않고 다양한 품목 또는 농업자원을 활용하여 공통된 테마를 형성하고 이를 중심으로 생산, 유통, 관광 및 서비스업체 등 관련주체가 수평적인 네트워크를 형성하는 형태이다. 이러한 형태의 사례로서 이 연구에서는 보성 녹차, 고창 복분자, 안성 사업연합 등의 세 가지 사례를 분석하였다. 산업 클러스터 정책의 핵심은 클러스터 구성요소 간의 네트워킹을 강화하는 것이며, 정책의 궁극적인 목적은 지역농업시스템의 불완전성을 해소하여 경제주체의 창의적인 성장을 뒷받침하는 것이라고 요약할 수 있다. 또한 농산업 클러스터의 형성과 발전을 위해서는 다양성, 대표성, 자발성, 혁신성, 응집성 등이 요구된다. 특히 농산업 클러스터는 새로운 산업을 창설하는 것이 아니며, 기존의 특산지를 보완하는 것으로 이해해야 한다. 이러한 관점에서 정책과제를 정리하면 다음과 같다. 첫째, 클러스터 정책의 추진에 있어서 출발점은 클러스터의 범위를 설정하고 참여 주체들의 소속감을 확인하는 것이다. 따라서 농산업 클러스터는 기존에 산업적으로 성숙된 특산단지 중에서 발굴하는 것이 바람직하다. 둘째, 농산업 클러스터의 형성과 발전은 전적으로 지방자치단체의 역량에 달려 있으므로, 클러스터의 핵심주체로 지자체의 역량을 강화할 수 있는 여건을 마련하여야 한다. 셋째, 중앙정부는 농산업 클러스터가 정착될 수 있도록 국가 차원의 지원체제를 마련해야 한다. 넷째, 농산업 클러스터가 혁신 클러스터로 발전하기 위해서는 참여 주체의 확립과 역할 정립이 중요하며, 나아가 개별주체간 연계 네트워크가 구축되어야 한다. 끝으로, 이 연구의 의의와 한계에 대하여 소견을 남겨두고 싶다. 지역농업 클러스터 정책이 관심을 끄는 이유는 농업 여건이 점점 어려워지는 상황에서 농업 관련주체의 연계를 강화하여 시너지 효과를 추구하면서 새로운 활로를 모색해 보려는데 의미가 크다. 따라서 이 연구에서는 산업 클러스터의 이론을 적용하여 농산업 클러스터의 형성과 발전 방향을 제시하려고 하였다. 그러나 클러스터를 개념적으로 파악하는 것뿐만 아니라 이를 현장 사례에 적용하는 두 가지 모두 쉬운 일이 아니었다. 가장 큰 이유는 연구 방법론의 미흡이라고 할 수 있다. 지역의 혁신역량이나 네트워킹 수준을 과학적으로 평가하지 못하는 상태에서 특산단지와 같은 사례가 농산업 클러스터에 어느 정도 근접한 것인지 판단하는 것도 어려운 과제였다. 그러나 이 연구는 농업 분야에서 클러스터에 관한 연구를 시도한 최초의 성과물이며, 농산업 클러스터에 관한 다음 단계의 연구를 진전시키는데 초석이 되었다는 것으로 만족한다. 따라서 앞으로 지역농업의 다양한 혁신 사례의 발굴과 성공 요인의 분석을 통한 클러스터 추진전략이 수립되어야 하며, 특히 농산업 클러스터를 품목별로 규정하는 경우에 지역적인 범위를 어떻게 설정할 것인가에 대한 충분한 검토가 요구된다. 또한 국가균형발전을 위한 지역혁신체계가 논의되고 있으므로, 이러한 맥락에서 지역농업 및 지역경제 활성화를 위한 클러스터 연구가 지속적으로 수행될 것을 기대한다. ABSTRACT Formation and Development of Regional Agricultural Cluster This study ultimately aims at finding directions for formation and development of agriculture-related cluster in order to reinforce agricultural sector in local areas. In doing so, this study tries to apply the concept of industrial cluster to agricultural sector and suggests strategies to improve agricultural policies based on the analysis of application feasibility and conditions. The concept of industrial cluster has been introduced by the Porter's study on Silicon Valley. Beyond the role of simple industrial estate to reduce production and transaction costs, many people regard it as an origin for technological innovation and knowledge creation. It has been discussed in Korea since 2001 and the Ministry of Agriculture and Forestry (MAF) started to consider the application of this concept to the agricultural sector since 2004 based on the report on the development strategy for regional agricultural clusters. This study points out that ‘regional agricultural cluster’ should be replaced with ‘agri-industrial cluster’, and defines it as “the place, where all kinds of agriculture-related businesses engaged in production, processing and marketing of local specialities; universities; research institutes; and regional administrations; and agencies form a network and generate synergic effects of regional agricultural innovation through competition and cooperation.” This study also argues that it would be a good signal for agricultural development, if the agri-industrial cluster closely connects farming with other activities and then establishes a leading group for the regional agriculture through the networking of participants. Since the agri-industrial cluster is now in the initial stage, there exist various types of the clusters: 1)Production and marketing-led cluster : with a priority given to producers of certain commodities, it forms a horizontal network with exporting and marketing agencies and businesses. 2)Processing-led cluster : with a priority given to processors of certain commodities, it forms a vertical network with those who develop simplified processing and the high-tech life industry. 3)Theme-led cluster : without the priority given to commodities, it firstly sets up a common theme from diverse agricultural assets and commodities, and forms a horizontal network with those who are involved in production, marketing, tourism and other service activities and businesses. This study has taken a look at three case studies including green tea in Boseong, black raspberry in Gochang and Anseong co-operative as the three types of agri-industrial cluster. The essence of industrial cluster policy is to reinforce the networking between participating groups, and the purpose is to support creative growth of economic elements by way of eliminating unstable factors from the regional agricultural system. The agri-industrial cluster does not try to establish a new industry, but it tries to improve and reinforce the existing businesses specified to the concerned area. From the point of view, the policy to foster the agri-industrial clusters should consider the followings: 1)The policy should start with defining the range of clusters and find out identity of the participants. Accordingly, it would be desirable that the agri-industrial clusters are found for those which have matured local products. 2)Since the formation and development of agri-industrial cluster entirely depends on the capability of local governments, the priority should be given to provide the local governments with the foundation to build such clusters. 3)The central government should set out a national framework so that agri-industrial clusters could easily take a root in local areas. 4)It is very important to clearly define the role of participating players within a cluster and the close networks between the individual players shall be further developed.
