김영훈 지인배 2018-11-15T08:17:59Z 2018-11-15T08:17:59Z 2006-11 R531 http://repository.krei.re.kr/handle/2018.oak/15038 북한의 미사일 발사와 핵실험은 주변국들을 긴장시켰다. 미국과 일본의 주도로 유엔은 즉각 대북 제재를 결의했다. 한국과 중국도 유엔결의에 동참하며 북한에 강력한 우려와 경고를 보낸 바 있다. 북한 핵실험 후 오랫동안 중단되었던 6자회담이 재개되었으나 향후 여정은 쉽지 않을 것으로 전망된다. 북한 핵실험으로 상황이 엄중하게 바뀌고 장기화될 수 있다지만, 그렇다고 우리의 대북정책기조가 간단히 바뀔 수는 없다. 화해·협력·공존을 위해 노력하고, 궁극적으로는 평화통일을 지향한다는 정책 기조는 엄혹했던 대결 시대에도 지켜 왔기 때문이다. 농업부문에서도 협력을 통해 북한 농업을 변화시키고 공동 이익을 추구한다는 명제는 지금까지와 마찬가지로 앞으로도 중요하다. 이 연구는 북한 농업의 변화와 실상을 넓게 조망해 보고 대북 농업협력의 방향을 재고해 보는 것이 이 시점에 필요한 작업이라고 판단되어 수행되었다. 이 연구를 통해 1990년대 중반 식량위기 표면화 이후 2005년까지 큰 변화를 겪은 북한 농업과 농정의 동태적 상황을 분석·정리하고 이를 토대로 북한농업을 진단하고, 대북농업협력의 중장기 방향과 전략 수립에 기초자료를 제공하며, 본원에서 발간한 「북한의 농업개황(1994)」이후 북한 농업의 변화 상황을 정리하여 북한 농업 현황자료를 지속적으로 축적한다. North Korea’s agriculture confronts serious problems. The underdeveloped industrial structure and working population are not improved for more than 30 years. Agricultural materials and foundation are insufficient. North Korea’s agricultural production is far behind it’s production potential. These problems made it difficult to solve North Korea’s chronic food shortage problems for more than 10 years. North Korea needs to go ahead with a proper plan for the agricultural development. It means the country needs reformation and capital. North Korea already introduced limited agricultural reform but the effort was in vain due to capital shortage. Inadequate institutional reform of North Korea is the reason for low capital investment from other countries. The current economic and agricultural indexes show that the country's situation has not much improved since the mid 1990s when North Korea began to suffer the chronic food shortage. Considering all the aspects, it can be diagnosed that the agriculture of North Korea is caught in a trap of unsuccessful institutional reform and capital shortage. It seems that North Korea is still lost in the trap. To settle the situation, the country needs bold actions such as active reformation and the introduction of foreign investment. Although the solution looks far from achievable, North Korea has to start from looking for possible alternatives. A small size agricultural incubating project is the available alternative and a starting point for North Korea at this point.
