신용광 장철수 2018-11-15T08:18:36Z 2018-11-15T08:18:36Z 2006-11 C2006-33 http://repository.krei.re.kr/handle/2018.oak/15095 최근 국민경제가 발달하고 고도의 산업사회로 발전하면서 맑은 물 깨끗한 공기, 국토보전, 야생동물서식처, 휴양 등 산림이 발휘하는 공익적 기능에 대한 사회적 수요가 계속 증가하고 있다. 현행의 조림과 보호 위주의 녹화 임정에서 산림에 대한 사회적 수요를 고려한 새로운 임정으로의 전환이 필요한 시점이다. 산림의 공익적 기능은 시장에서 평가되지 않는 공공재로서 시장기능에만 의존할 경우 사회적으로 필요한 수준보다 적게 생산되는 시장실패가 발생한다. 산림의 공익적 기능을 유지·증진시키기 위해서는 적절한 산림관리가 이루어질 수 있도록 정부의 지원이 필요하다. 이는 산림에 대한 산주의 관심을 유도하고 사회적 수요를 충족시키는 방안이기도 하다. 이 연구에서는 산림의 공익적 가치를 산주에게 돌려주는 방안은 무엇이고 관련 정책을 어떠한 형태로 도입하는 것이 바람직한지를 제시하였다. 이를 위해 먼저 산림이 가지는 공익적 가치에 대한 평가 방법과 특징, 환원제도의 도입 필요성과 국내외 사례를 검토하였고 제도 도입의 가능성을 살펴보았다. 그리고 산림의 공익적 가치와 환원에 대해 일반국민과 전문가조사를 실시하여 이를 바탕으로 산림이 발휘하는 공익적 가치의 환원 방안과 지원체계 구축 방안을 제시하였다. Other than producing lumber, forest has the function of purifying air, reserving water, preserving health, and providing recreational opportunities. Due to the character of public good, forest can't be evaluated in market, and further, has a possibility of market failure. To prevent market failure, it is necessary to support the function of forest with appropriate incentives. The purpose of this study is to explain related theory of forest as a public good, and suggest policy options of adequate compensation for forest owners. This study explains theories and considerations of compensating social benefit of forest, and point out the necessity of compensating policy in the chapter two. Chapter three provides case study of compensation for social benefit. Chapter four considers possible approaches to compensate social benefit of forest using survey outcomes. Finally, this study suggests the direction of policy option on compensation and support structure.
