마상진 최경환 2018-11-15T08:20:07Z 2018-11-15T08:20:07Z 2008-02 C2008-09 http://repository.krei.re.kr/handle/2018.oak/15227 WTO/DDA협상, 거대경제권과의 동시 다발적인 FTA 체결 등 각종 개방협상이 진전되면서, 농산물시장은 완전 개방 상태에 이를 날이 멀지 않았다. 최근 고유가로 인한 각종 농업자재가격 상승은 단기간에 끝날 것 같지 않다. 또한 기후 변화로 인한 각종 자연 재해, 이와 맞물려 전염병을 포함하여 다양한 형태의 위험 요소들이 농산물 시장 나아가 농업경영의 불안전성을 가중시키고 있다. 우리 농업이 당면한 이러한 다각적인 위기 상황의 돌파구는 결국 농업 인력의 역량에서 찾을 수밖에 없다. 최근 정부에서 농업인의 경쟁력 제고를 위해 다양한 형태로 교육 사업에 대한 투자를 증가시키고 있는 것도 그 일환이라고 할 수 있다. 이 연구보고서는 네덜란드, 덴마크, 뉴질랜드, 호주, 일본, 미국 등 선진적으로 농업 정책을 펴고 있는 국가들이 어떻게 농업교육을 실행하고 있는지를 분석하여 우리나라 농업교육에 주는 시사점을 도출하고 있다. The objectives of this study were to explore farmer education and training policies and some best practices in advanced countries including Netherlands, Denmark, Australia, New Zealand, the United States of America, and Japan and to draw some implications for Korean farmer education the educational projects should be enhanced to inducing various kinds of new workforce into agriculture including product processing and marketing sector as well as farming sector; agricultural certificate system should be introduced to secure the quality of new agricultural human resources, which could be an entry barrier; national occupational standards in agriculture should be developed for quality control and systemic development of competency and their compatibility; educational infrastructure and human resources of agricultural education institutes should be enhanced by evaporizing, dissolving, crystallizing or concentration; business mind and scientific management skill should be strengthened in farmer education program as well as production competencies; agriculture related institutes and organization should be united to solve chronic agricultural problems through agricultural education reform.
