정은미 김원태 김수림 윤선희 2018-11-15T08:20:47Z 2018-11-15T08:20:47Z 2008-07 C2008-22 http://repository.krei.re.kr/handle/2018.oak/15283 파프리카는 우리나라에 도입된 지 약 15년에 불과하지만 농산물 중 단일품목으로 수출액이 가장 큰 수출 주력품목으로 주목받고 있다. 동시에 생산자에게 고소득 작목으로 인식되어 재배면적이 크게 증가하고 있고 파프리카가 영양?건강식품으로 알려지면서 국내 소비도 꾸준히 증가하고 있다. 파프리카는 1990년대 정부보조로 유리온실을 비롯한 시설재배의 생산기반을 갖추면서 고부가가치 수출 작물로 도입되었다. 파프리카가 안정적인 수출로 채소류 중 고소득 작물이라는 인식이 확산되면서 2007년 재배면적은 343ha(생산량 3만 2,250톤)으로 2000년 대비 3배 증가하였다. 파프리카가 수출 주력품목으로 주목받으며 다양한 정책 지원의 필요성이 제기되고 있으나 수출뿐만 아니라 국내수요도 증가하고 있기 때문에 양자를 고려한 파프리카 생산, 유통, 소비 정책이 필요하다. 최근 3～5년 동안 파프리카의 국내 수요가 증가하고 있고, 2007년 생산량의 45%인 1만 4,200톤은 주로 일본으로 수출되고 그 외는 국내에서 소비된다. 국내 소비는 대형유통업체를 경유하는 경우가 도매시장을 경유하는 비중보다 다소 높다. 그러나 파프리카가 주목받고 있는 농산물임에도 불구하고 수출 이외는 그 실태를 파악할 수 있는 기초통계나 자료가 거의 없는 실정이다. 파프리카 관련 국내 생산, 유통, 소비 실태를 파악하기 어렵다보니 생산자를 비롯하여 생산자단체, 수출업체, 유통업체, 소비자 등 관련 주체의 경제행위에 불확실성이 크고 정책 수립에 어려움이 있다. 이 연구보고서는 파프리카의 생산 및 소비동향, 유통과 수출 실태 등을 파악하여 농업에서 차지하는 파프리카의 위상을 정립하고 나아가 수출시장 개척을 위하여 일본, 중국의 시장 동향과 수출 전략을 검토하여 파프리카 관련 정책 수립에 자료를 제공하기 위해 작성되었다. This study aimed at finding out the development strategies of paprika industry by investigating the production and marketing of paprika, and providing fundamental information for designing policy concerning paprika industry. As paprika has been recognized as higher income crop, the cultivation area of paprika is on the rise. In 2007, the cultivation area for paprika is 343 ha, three times larger than that in 2000. Since not only export but also domestic consumption of paprika is increasing, the policy for production, marketing, consumption of paprika needs to be implemented reflecting both the domestic consumption and export. The followings are the major findings; First, the domestic consumption of paprika should be expanded further for securing paprika export. The domestic consumption may act as a bumper for export. Second, the domestic consumption of paprika is increasing. As of 2007, 56 precent of paprika is consumed in the domestic market. Per capita consumption of paprika in 2007 is 376g, six times more than that in 2004. Third, Korean paprika is preferred by Japanese buyers since it has comparative advantage in terms of price and quality. For expanding the export of paprika toward Japan market, price should be lowered. Last, the paprika industry is one of the crops which have been developed through export. Thus, when the marketing and consumption pf paprika needs to smoothly linked based on stable production, the paprika industry could be developed. Producers are to be organized so as for the producers' organization to expand both domestic and foreign markets, control supply and demand of paprika, and strengthen the competitiveness of paprika industry.
