김용렬 김경덕 2018-11-15T08:21:41Z 2018-11-15T08:21:41Z 2008-11 R571 http://repository.krei.re.kr/handle/2018.oak/15361 농촌지역통계에 관한 연구는 그간 거의 이루어지지 않았다고 해도 과언이 아니다. 농촌지역통계보다 좀 더 넓은 범위라고 할 수 있는 지역통계의 경우에도 실질적인 연구가 많이 이루어졌다고 보기는 힘들다. 통계의 중요성이 날로 증가하고 있는 시점이다. 따라서 국가단위로 생산되는 통계는 상당한 수준에 도달하여 OECD 평균 수준과 비교해도 크게 손색이 없다. 그러나 지역통계와 농촌지역통계의 관점에서 살펴보면 상황이 달라진다. 농촌지역통계는 물론 지역통계에서도 양적 부족이 가장 큰 문제라고 전문가들은 지적하고 있다. 이는 절대량의 부족뿐만 아니라 질적으로 우수한 통계의 부족도 함께 지적된 이야기라고 할 수 있다. 지방자치제가 더욱 활성화되고 지역이 중요한 역할을 담당하게 되는 시점이다. 농촌지역이 가지는 공간적 중요성도 점차 증가하고 있다. 나라의 구석구석을 체계적으로 관리하기 위해서는 신경망과 같은 통계망이 중요하다. 농촌지역통계가 잘 구축되어 있어야 농촌지역에 대한 평가와 농촌지역정책 수립이 용이해진다. 영국이나 일본과 같은 선진국에서는 농촌지역에 대한 통계들이 잘 구성되어 있다. 국가의 발전과 농촌지역의 발전이 함께 하기 위해서는 농촌지역통계의 체계적 뒷받침이 절실하다. 이 연구보고서는 우리가 가지고 있는 농촌지역통계가 무엇이며, 부족한 것은 무엇인지, 수요자들이 원하는 농촌지역통계는 무엇인지, 선진국들은 어떻게 관리하고 있는지에 대한 분석을 통해 우리나라 농촌지역통계가 갖추어야 할 내용들을 담고 있다. This study is a preliminary research for building a statistics database on rural communities in Korea. It aims to lay down a basis for identifying the current state of affairs and changing trend of rural communities and for devising appropriate rural policies. A set of recommendations for database building requiring additional statistical information has been compiled. The recommendations are geared for detailed and systematic compilation of statistics on population, housing, regional economy and finance, regional agriculture, health and social welfare, education and culture, environment, land, social overhead capital, and regional community. While it is anticipated that the development of rural statistics for identifying rural issues will have long lead times, the database development plan is expected to considerably improve the availability of data and information on small rural areas in Korea. Regional impacts and outcomes cannot be understood without access to better information and empirical evidence. In particular, there is a need for data to help explain and understand changes of population, housing, regional economy, regional finance, regional agriculture, health and social welfare, education and culture, environment, land, social overhead capital, and regional communities across Korea. This research is broadly structured so that the chapters follow sequential stages in arriving at an agreed set of rural database development priorities. Chapter 2 presents a discussion on the complexities of Korean geography and definitions of rural Korea, regional statistics, rural statistics, and indicators related with rural statistics. Chapter 3 outlines an overview of rural statistics in Korea and discusses problems of regional and rural statistics. Chapter 4 introduces comparisons between Korea and UK, USA, Australia, European Union, and Japan based on rural statistics. Chapter 5 describes user needs for rural statistics for the purposes of regional research and policy analysis. Data needs identified through user consultations and surveys are categorized broadly under the issues of population and housing, regional economy, regional finance, regional agriculture, health and social welfare, education and culture, environment, land, social overhead capital, and regional community. These categories are interdependent, and a combination of all data types may be required to inform specific issues. Chapter 6 deals with a rural statistics database model and a set of database recommendations for rural statistics development to be undertaken by KREI (Korea Rural Economic Institute), together with those data needs that are proposed for further development in collaboration with other agencies. As it is beyond the capacity of KREI to provide all the data required in this multi-disciplinary field, across-agency agreements will be sought after with other major data producers to collaboratively develop and make available new data sources for regional and rural analysis.
