NVP was introduced in the course of the reflection and evaluation on the one sided benefit providing support policies mainly initiated by the existing central government such as inefficiency of uniform facility-oriented projects, negligence in human resources development and regional development policy without long-term vision while looking the reality of underdeveloped regions which are getting more inferior even if enormous fiscal resources were input for the projects. Family Doctor (FD), which is a specialized consultant system implemented to achieve the substantiality of NVP, plays a role of providing advices and consulting on the overall matters related to the project such as the establishment of plan for relevant projects by designating a specialist with expertise to a particular local government for a certain period of time with an objective of successful performance of NVP. The purpose of this report is to make comprehensive evaluation on the performance of the role as FD for the NVP of Yeongyang county which is under developed region in Gyeongsangbuk-do, the results of providing consultation and NVP while presenting the tasks to be performed. Major performance of FD consulting work can be summarized as follows: First, the consultation reports for the NVP project were presented. The report was included in monitoring and evaluating results on core programs such as the Education Project for Strengthening Competency for Regional Innovation, Integrated City Identity Establishment Project for Yeongyang county, Self-quality Certification System Development, Regional Specialized Health Product Development Project, Infrastructure Project for True Health Agricultural Products, Health Experience Festival, and Ecological Experience for Lightning Bug. Second, the incentive project which was paid based on the result of implementation of 2005 NVP was reviewed and evaluated. Third, the problems of the persons in charge of policy implementation in the course of implementation of the project were derived and the opinions on the major issues in implementing the 2006 NVP projects were presented and discussed at the NVP Council Meeting for Regional Innovation. Forth, the importance on developing environmentally friendly agriculture was presented and emphasized at the Yeongyang County Forum at the True Health Town with the theme on "Directions for Environmentally Friendly Agriculture Development as a Source of Growth Engine for Future Agriculture in Yeongyang County". Fifth, the opinions on the positive participation of regional residents and the improvement of FD System for the activation of NVP were presented at the Joint Workshop for New Vitality Project organized by the Presidential Committee on Balanced National Development. Finally, comprehensive evaluation and tasks identified for the activation of New Vitality Project were presented and reported. The NVP of Yeoungyang County is evaluated to have contributed for the strengthening of competency of the regional residents and the identification of new power source for development to prepare for future society on the occasion of the regional circumstances being deteriorated due to the decrease of population and weakness in financial capability in the region. However, on the other hand, it was judged that the level of participation and awareness of the residents on the purpose of the NVP and relevant programs and therefore it is necessary to identify core business which can consolidate the whole competency of the residents in the region while having linkage with the increase of income for the residents in the region.
