김배성 송성환 2018-11-15T08:22:46Z 2018-11-15T08:22:46Z 2009-06 D272 http://repository.krei.re.kr/handle/2018.oak/15452 우리나라의 우주개발사업은 1992년 우리별 1호가 발사되면서 본격적으로 추진되었다. 2006년에는 다목적 실용위성인 아리랑 2호의 발사로 고해상도의 위성영상을 확보할 수 있는 계기가 되었으며, 2008년도에는 대한민국 최초의 우주인이 배출되었다. 또한 2009년도에 최초의 우주발사체인 나로호의 성공적인 발사를 눈앞에 두고 있으며, 2010년에는 아리랑 5호, 2011년에는 아리랑 3호가 발사될 예정이어서 앞으로 한반도의 고해상도 위성영상 확보가 더욱 용이해 질 전망이다. 이 연구보고서는 우리나라의 항공우주기술 개발현황과, 미국 등 주요 선진국의 농업분야 위성정보 활용사례, 농촌진흥청, 산림청 등 국내 활용사례, 위성정보를 관측사업에 도입하기 위한 재배면적 추정, 작황 판독 등 기술적 가능성 탐색, 그리고 향후 인공위성 활용 시범 관측사업 수행을 위해 대상지역 선정과 소요예산 검토 등에 대한 내용으로 구성되었다. 이를 통해 위성정보를 농업관측사업에 도입하는 방안에 대하여 기술적으로 검토하였으며, 시범연구를 위한 대상지역 선정 및 비용 산출 등을 통하여 시범연구를 위한 토대를 마련하였다. 제1장 서론 제2장 국내 항공우주기술과 응용사례 제3장 위성정보의 관측업무 활용방안 제4장 위성정보를 활용한 농업관측의 중장기 전략 부록. 고해상도 위성 영상의 종류 및 제원 참고문헌 The Korean space program began in earnest with the launching of Woori 1 Satellite in 1992, and in 2006, it became possible to secure high-definition satellite images with the launching of Arirang 2, the multi-purpose satellite. The first Korean astronaut was also born in 2006, and Korea's first space rocket Naro is about to make history when it is successfully launched in the fall of 2009. Moreover, high-definition satellite images of the Korean Peninsula will be far more easier to secure since Arirang 5 and Arirang 3 satellites are scheduled to be launched in 2010 and 2011, respectively. With such a background, this study conducted a technical review of the suggestion to utilize satellite data for domestic agricultural outlook projects. By examining Korea's current status of aerospace technology and foreign cases of satellite data utilization, the study laid a ground for such utilization by selecting sample regions and assessing the accompanying costs. In the study, the following research steps are suggested to utilize satellite data under the current technology level: ① estimate the size of rice cultivation area ② estimate the harvest amount using the Normalized Difference Vegetation Index (NVDI) and ③ fix the estimated production amount through a field survey. These steps were drawn as the current level of satellite data deciphering technology is sufficient only for classifying the land by type (i.e. rice paddies, upland fields, orchards, etc.) and not for estimating the cultivation areas by crop type. In the meantime, research is underway for utilizing the NVDI in estimating the harvest amount; however, further research is needed to apply the technique for actual practice. In the mid- and long-term, the utilization of satellite data for agricultural outlook purposes is expected to increase due to the advancement of satellite and data reading technologies.
