송주호 배종하 2018-11-15T08:22:58Z 2018-11-15T08:22:58Z 2009-07 D273 http://repository.krei.re.kr/handle/2018.oak/15471 국내 농업을 보호하기 위해 지급하는 보조금은 UR 협상이후 국제적인 규율의 적용을 받고 있다. 현재 진행중인 DDA농업협상에서는 감축대상 보조금을 추가적으로 대폭 감축하기 위한 논의가 이루어지고 있으며, OECD에서도 각국의 농업에 대한 지원을 국제적으로 비교하기 위한 생산자지지추정치(PSE)를 매년 발표하고 있다. 20세기에 들어와 국제 교역을 증진시키기 위한 국제적인 논의는 주로 관세를 감축하고 수출보조금을 제한하는 내용으로 이루어져 왔으나, UR협상 때부터는 국내보조금 정책도 생산을 촉진하는 효과가 있다면 교역을 저해하기 때문에 감축하도록 하는 의무가 WTO 회원국들에 부과되었다. 이에 따라 세계 각국은 가격을 지지하는 정책은 감축 혹은 철폐하고, 농가 소득을 직접 지지하는 직불금을 확대해 나가는 것이 최근의 국제적인 추세라 할 수 있다. 우리나라는 그동안 UR에서의 보조금 감축한도를 90% 이상 소진해 왔으며, %PSE 수치도 OECD 회원국 중에서 가장 높은 편에 속하는 등 농업보호 수준이 매우 높은 나라로 알려져 있다. 최근 국내에서도 우리나라 농업의 선진화 작업의 일환으로 향후 DDA에서의 보조금 추가 감축의무에 대비하고, 다양하게 지급되고 있는 농업보조금의 효율성을 높이는 방향으로 보조금을 개편하는 작업이 진행되고 있다. 이 보고서에서는 WTO에서의 보조금 논의내용과 관련하여 농업보조금 분류와 감축논의 동향, 우리나라의 보조금 운용실적, 주요국의 보조금 제도와 관련규정 등을 다루고 있다. 또, OECD국가에서의 PSE(Producer Support Estimate)의 개념과 내용변화, 2007년 주요국가의 PSE 분석 등을 다루고 있다. The purpose of this study was to compare the agricultural subsidies in major WTO and OECD member countries and draw implications for Korean agriculture. Every WTO member country should notify its implementation results of domestic subsidy reduction commitment to the WTO for review. This report scrutinizes the notified domestic subsidy documents of major member countries of the WTO to draw implications for Korean agricultural policy. The US classified direct payments as green box, but the WTO panel judged that cotton direct payment did not conform with the green box criteria in the UR agreement. Many countries have reduced market price support and depend more heavily on decoupled income support. Korea should follow the same trend in agricultural policy reform to overcome market opening. Many countries utilized technical tips that can be adopted in calculating Korea’s domestic subsidy amount in the future. The OECD has developed the PSE (Producer Support Estimate) as an indicator to measure the amount of support for agriculture in each country. Even though there have been continuous criticisms about the usefulness, PSE has been used as a tool to compare the significance of market distortion between countries. Korea is known to have the almost highest %PSE figure among the OECD members due to high domestic prices.
