권오복 정은미 이웅연 2018-11-15T08:23:58Z 2018-11-15T08:23:58Z 2009-12 M101 http://repository.krei.re.kr/handle/2018.oak/15557 식품의 안전성에 대한 최근 소비자의 관심 증대와 친환경 농업의 증가로 농약 사용이 점차 감소하고 있지만 농약은 비료 및 농기계와 함께 농업생산에서 없어서는 안 될 중요한 생산자재이다. 잘못 사용할 경우 인체에 치명적인 영향을 미치고, 농작물에도 적지 않은 피해를 주기 때문에 올바른 농약사용은 아무리 강조해도 지나침이 없다. 이 때문에 정부도 농약관리법 등을 통해 농약의 생산, 유통, 사용 등을 엄격하게 관리하고 있다. 농약 용기를 보면 상표명은 물론, 취급 및 안전 기준, 적용 병해충 및 사용 방법 등 많은 정보가 담겨 있는데 문제는 글씨가 작아 고령농업인이 잘 이해하지 못해 농약 이용에 어려움을 겪고 있다는 것이다. 최근 우리연구원의 KREI 리포터들은 ①농약 포장에 소비자 가격이 표시되어 있지 않아 농협과 일반 농약상의 가격이 제각각이며, ②농약사용설명서 및 주의사항의 글씨가 작아 잘 알아볼 수 없어 농약의 오남용으로 인한 농작물 피해와 안전사고가 발생하여 개선이 요구된다는 제안을 수차례 한 바 있다. 이 연구보고서는 KREI 리포터들이 농약 표시에 대해 제기한 문제점을 해결하기 위해 작성되었다. 이 보고서에서는 농약사용 및 사고 실태를 살펴보고, 현재 농약관리법과 농약 표시 기준을 분석 등을 다루었고 또한 현장의 농업인을 대상으로 농약 표시에 대한 농약사용에 대한 인식과 애로사항을 등의 내용을 담고 있다. 보고서에는 농촌의 고령 농업인을 위해서 표시 글자 크기를 확대하고 농약콜센터를 운영하는 방안 등을 제안하고 있다. The consumption of agricultural chemicals has been reduced mainly due to consumers' heightened awareness of food safety and environmentally friendly farming. The safe and correct use of agricultural chemicals is an issue of utmost importance since its misuse may cause serious damage to humans and crops. In this regard, the labeling of agricultural chemicals plays an important role in giving necessary information to farmers. Today more than fifty percent of farm population are above sixties, and they have problem with reading the labels of agricultural chemicals. With such a background, this study is carried out to present major problems with agricultural chemical labels and to suggest policy lessons. In Korea, like in other countries, the registration of agricultural chemical business and labeling and marketing of agricultural chemicals are regulated by law. The Rural Development Administration (RDA) formulates the labeling standards of agricultural chemicals, and special rules are obviously applied to labels concerning chemical's name, registration number, brand name, warning, ingredients, and use directions. However, different colors need to be used for different uses. For example, pesticides can be denoted with green color, and various picture warnings can also be attached for careful use. According to the survey performed in this study, about eighty percent of respondents check the labels when buying agricultural chemicals. Respondents think that user instructions and use-by dates are most important, followed by names of crops and diseases covered by the agricultural chemicals in hand. About twenty percent of respondents do not confirm the labels since they think they already know the use method. Many respondents replied that they have difficulty in understanding the labels because the characters on the labels are too small. They also point out that the recommended consumer price of agricultural chemicals should be printed on the label so that they can compare it with the prices of agricultural chemicals in other shops. In sum, four policy lessons are suggested. First, in order to enlarge the characters on the labels, a standard character size needs to be established so that old farmers can easily read them. Second, the government should encourage manufacturers to label their products in easy-to-understand terms. Third, the so-called 'agricultural chemicals call center' needs to be set up and put into operation to supply farmers with necessary information.
