박기환 박현태 정정길 유일응 신종수 2018-11-15T08:25:00Z 2018-11-15T08:25:00Z 2010-06 P129 http://repository.krei.re.kr/handle/2018.oak/15648 최근의 종자산업은 전통적인 교배육종을 통한 신품종 개발이라는 단순한 접근에서 벗어나 의약 및 재료산업 등과의 융복합산업으로 발전해 가고 있으며, 나노기술 등을 활용한 종자 개발 연구도 활발히 전개되고 있다. 이 때문에 선진국들은 종자산업을 국가경쟁력의 새로운 동력으로 인식하여 지원을 강화하고 있으며, 국제적 거대기업 또한 인수합병 등을 통해 규모 확대는 물론, 원천기술의 선점을 위해 막대한 예산을 투입하고 있다. 우리나라 종자산업의 시장규모는 글로벌 기업들의 국내 진출 이후에도 세계의 1% 수준에 불과할 뿐만 아니라 민간 종자기업이 주도하는 채소종자 시장도 정체하고 있으며, 업체 규모 또한 상당히 영세하다. 이 연구는 식량주권 확보의 출발점이자 첨단기술의 접목이 용이한 종자산업이 현재 처한 문제를 극복하고, 앞으로 수출지향적 미래 성장동력산업으로 재평가될 수 있도록 지원하기 위해 수행되었다. The seed industry is evolving to become an industry where technologies of advanced bioscience, such as medicine and materials industry, can be utilized. Developed countries are increasing their support for the seed industry, and global seed companies are actively consolidating and expanding their business through mergers and acquisitions, investing heavily in R second, raise the private sector's capability by utilizing individual seed developers and fostering human resources; third, build a domestic base for seed production and expand support; fourth, induce seed companies to achieve economy of scale by stimulating export; and fifth, increase protection of seed developers by making the seed variety protection system effective. In developed countries, it may be possible that government role or support does not have significant effect on seed companies. However, in the case of Korea where the seed industry is immature, the industry cannot grow without adequate support from the government. Therefore, the current government measures to foster the seed industry have to be carried out without hindrance, and improvements should be made in consultation with related entities.
