The rationale of management contract scheme seeking environmental justice, committing to the duty of international agreements, and conserving the value of biodiversity and ecosystem. Because it becomes almost impossible to use regulations for conserving biodiversity, a new economic incentive system is required. SSSIs and ESA, the best representative schemes for conserving biodiversity, are used for developing the management agreement scheme for migratory birds, especially special activity management contract program including adopting environmentally friendly farming, leaving summer crops without harvest, and providing rest areas. The development of the scheme is carried out by field survey and its feasibility test through the LISREL analysis.
