김수석 2018-11-15T08:50:35Z 2018-11-15T08:50:35Z 2005-11 RE28-3-6 http://repository.krei.re.kr/handle/2018.oak/18392 생명공학기술의 발전으로 유전자원의 중요성이 증대되어감에도 불구하고 아직까지 유전자원에 대한 체계적이고 종합적인 관리가 이루어지지 못하고 있다. 이는 유전자원에 대한 기존의 투자가 주로 이용 부분에 집중되어 유전자원의 보존과 관리 부분이 상대적으로 소홀히 다루어져 온 것과 연관이 있다. 식물 유전자원 관리제도에 대한 정비의 필요성은 이러한 내적 요인뿐 아니라 대외적 요인에 의해서도 제기되고 있다. 즉 식물 유전자원 분야에는 「FAO 농업식량 분야 식물 유전자원 국제조약」의 발효로 유전자원 이용의 다자체제가 확립되어 있기 때문에 여기에 대비하는 제도 정비 또한 시급한 실정이다. 식물 유전자원의 관리제도 개선 방안은 다음과 같다: 첫째, 식물 유전자원에 대한 체계적인 관리를 위해 유전자원에 대한 탐사와 발굴, 수집에서부터 평가와 등록, 보존과 권리 보호, 이용에 이르기까지 일련의 과정을 체계화하고 구체화한다. 둘째, 식물 유전자원에 대한 종합적 관리시스템을 도입하여 자원보존기관들 간에 완전한 정보공유가 이루어지고 농업작물유전자원과 산림유전자원 전체에 대한 계획적, 총괄적 관리?보존이 이루어지도록 한다. 셋째, 식물 유전자원의 탐사와 발굴 및 수집은 유전자원의 종수를 확보하는 목표 설정하에 실시한다. 넷째, 식물 유전자원의 보존 확대를 위한 전략을 수립한다. 다섯째, 유전자원에 대한 실질적 보호와 효과적 이용을 위해 ABS 계약을 제도화한다. ABS 제도화에는 식물 유전자원의 DB 구축, 고유종 유전자원에 대한 등록, ABS 제도의 입법화 등이 포함된다. ABSTRACT The purpose of this study is to analyze how plant genetic resources are conserved and protected, and to suggest ways of conserving and protecting these resources for their sustainable use. For the systematic conservation and protection of indigenous resources, the following measures are suggested: First, a united management system should be introduced for the systematic conservation of genetic resources, in which management agencies completely share the information and data, and the whole process such as investigation, prospecting, evaluation and conservation is promoted and planned by a coordination agency. Second, the scope of plant genetic resources collection and conservation should be expanded with an aim to collect information on all species of indigenous genetic resources.
