FTA 체결로 관세율이 감축되면 국내 수입가격이 낮아진다는 가정 하에서 품목별 생산자 잉여 감소율을 복합영농 농가의 조수입 감소로 연계하여 농가소득 및 농업소득 감소율을 계측하였다. 농가소득과 농업소득 감소율 분포를 농가 유형별로 구분하여 비교하기 위하여 비모수 커널누적분포함수를 추정하였다. 분석 결과 쌀을 제외한 분석 대상 전 품목의 관세가 완전 철폐되면 표본의 대부분의 농가들은 심각한 농가 및 농업소득 감소에 직면하게 될 것이다. 즉, 42.8%의 농가가 농가소득이 10% 이상 감소하고, 75.6%의 농가가 농업소득이 10% 이상 감소할 것으로 예측된다. 농가 유형별로 구분하여 소득 감소율 분포를 보면, 농업 의존도가 높은 농가일수록 소득 감소가 심각하게 나타날 것으로 예측된다. 경영주 연령대별로 보면, 40대의 젊은 농가일수록 농가소득이 10% 이상 감소한 농가의 비율이 60대 고령농가보다 더 높게 나타났다. 표준 영농규모별로 보면, 규모가 큰 농가일수록 농가소득이 10% 이상 감소할 농가의 비율이 더 높게 나타나고 있다. 소득계층별로는 고소득농가일수록 소득 감소율은 높지만 계층 간 격차는 크지 않는 것으로 나타났다. 마지막으로 영농 형태별로는 과수와 채소농가가 상대적으로 피해가 더 클 것으로 예측된다. 요약하면, FTA 추진으로 10%이상의 소득 감소율 나타내는 농가들의 특징을 보면 젊은 층의 전업농가이면서 품목으로는 원예농가가 더 많은 피해를 볼 것으로 예측되었다. 따라서 이러한 특징을 가진 농가를 중심으로 한 피해 대책이 필요할 것이다. 특히 이들 농가는 앞으로 우리 농업을 이 끌어갈 세대라는 점에서 실효성 있는 대책은 더욱 절실하다고 할 수 있다. 따라서 FTA에 대비하여 경쟁력 제고라는 장기 대책도 중요하지만 단기적으로 농가소득감소에 대한 안전망 정책이 필요할 것이다. 더 나아가 평균 농가중심의 획일적인 피해대책보다는 농가유형별 피해 정도를 감안한 소득보전 대책이 요구된다. This paper examines the degree of the farm income variation by farm typology in case of Free Trade Agreements(FTA) settlement, using farm-level cross sectional data collected 2004 year. This study develops a model measuring farm income variation of individual farm household by tariff elimination and reduction of agricultural products, in connection to the variation of producer surplus by agricultural products. In order to categorize the degree of variation in the farm income, the farm households are classified according to the some characteristic variables such as farmer's age, standardized farming size, the level of farm income, and farming type. The results demonstrate that those farm households in the sample face significant decreases of farm income and agricultural income in both tariff elimination and 50% reduction of all agricultural products. It is found that farm income decreases in farm households with higher agricultural income. Larger farms producing fruits and vegetables experience the highest decreasing rates of farm income and agricultural income by tariff elimination. We also find that more human capital leads a rapid decrease in farm income.
