김용택 황의식 2018-11-15T08:51:52Z 2018-11-15T08:51:52Z 2006-08 RE29-2-02 http://repository.krei.re.kr/handle/2018.oak/18510 1994년 지방농정의 평가제도가 처음 시행된 후, 매년 관련제도를 꾸준히 개선해 오고 있다. 그럼에도 지방농정 평가제도의 구성요소에 중요한 평가항목, 평가지표, 배점(가중치), 평가결과의 효율적 활용 등을 근본적으로 개선하지 못하여 지방농정 평가제도가 형식적으로 운영되는 결과를 가져왔다. 지방정부 행정서비스 결과에 대한 평가는 지속적으로 증가?강조되는 반면, 지방농정의 평가는 갈수록 형식화, 무관심화 되는 경향을 보이고 있다. 중앙부처의 강력한 요구에 의하여 평가할 경우 지자체는 평가과정에 보다 소극적으로 대응하고 평가결과를 활용하는 것 또한 형식적인 활용으로 끝날 수가 있다. 따라서 갈수록 그 역할이 중요해지는 지방농정 평가체계를 보다 실질적으로 개편?운영하여 본래 지방농정 평가체계의 목적인 농림사업의 효율화 및 지방농정의 활성화, 그리고 농업인의 복지 증진에 기여할 수 있어야 할 것이다. 지방농정평가체계에서 상사업비 지원의 인센티브가 없어지면서 평가항목에서 자체점검을 강화하는 부분이 강화되어야 한다. 지방농정 담당자의 경우 농정전문가들이 농림사업 효과성에 중점을 두는 것과는 달리 지방농정 차별화를 더 중요하게 여기고 있다. 자체적인 사업기획에 의한 사업추진을 더 중요한 과제로 보고 있다. 따라서 지방농정 평가에서 인센티브체계가 약화되고 있으므로 지방농정 차별화에 더 많은 중점을 두어야 할 것이다. 이는 농림사업 추진방식에서 지역의 기획력을 더 요구하는 지역농업클러스터사업, 공동마케팅조직육성사업, 지역균특사업 등이 확대되는 것과 일맥상통하는 추세이기도 하다. The Ministry of Agriculture and Forestry has operated the system to evaluate the performance of local governments' agricultural policies since 1994. The purposes of the performance evaluation system are to enhance effectiveness of agricultural development projects and to vitalize local government's agricultural policies. The rapidly changing circumstances surrounding Korean agriculture require the transformation of this evaluation system. This paper investigates the current situation of the performance evaluation system of local governments agricultural policies and suggests ways to improve the performance evaluation system.
