강창용 박현태 2018-11-15T08:53:14Z 2018-11-15T08:53:14Z 2007-03 RE29-5-05 http://repository.krei.re.kr/handle/2018.oak/18645 적어도 에너지 측면에서 바이오매스는 자원으로서 풍부성, 재생가능성, 탄소중립성, 지역성 등의 유용한 성격을 갖고 있어 이미 선진국에서는 이를 이용한 대체에너지의 개발과 보급에 정책적인 노력을 경주해 오고 있다. 브라질의 국가알코올계획(National Alcohol Program), 일본의 바이오매스 일본종합전략, 유럽의 바이오실행계획 2005 등 바이오매스를 이용, 확대하려는 노력은 쉽게 발견되고 있다. 우리나라의 경우에도 자의든 타의든 에너지의 안정적 확보, 지구온난화 대응 등의 문제에 심각하게 당면할 것이며 이의 대처수단으로서 바이오매스를 중시하지 않을 수 없을 것이다. 그럼에도 불구하고 우리나라는 여전히 바이오매스에 대한 종합적인 검토와 전략 수립이 대단히 미흡한 실정이다. 바이오매스의 이용촉진을 위해서는 여러 가지 요인들이 충족되어야 하지만 그 가운데 가장 중요한 것은 국민들의 바이오매스에 대한 이해확산과 바이오매스의 이용확대를 위한 정책적인 지원, 그리고 확대를 위한 실천행동이다. 정책 수립을 위해 범부처적인 위원회와 바이오매스 TFT (Task Force Team)를 만들어서 전반적인 여건과 가능성, 기술실태, 관련제도에 대한 광범위한 검토가 있어야 할 것이다. 벌써 20여년의 경륜을 갖고 있는 선진국들의 바이오매스 정책과 수단 등에 대한 검토를 통해 우리에 적합한 제도정립이 필요하며 아울러 관련 기술수준의 평가와 선진기술 도입 타당성, 개발 전략도 동시에 강구해야할 것이다. 특히 바이오매스의 이용촉진을 위해서는 생산단계부터 최종 사용에 이르기까지의 전 과정을 종합적으로 접근할 필요가 있다. 하나하나 떼어서 정책을 강구하면 실효성이 그 만큼 떨어지기 때문이다. Biomass is a renewable resource which implies that it is part of the flow of resources occurring naturally and repeatedly in the environment. The broad spectrum of natural vegetation in its diverse forms and residual deposits from human and animal activities constitute the major sources of biomass. Biomass is the single most important source of energy. It is known that developing countries as a whole derive 35% of their energy from biomass. Those are virtually dependent on biomass for their cooking, heating and lighting. The objective of this study is to grasp the fundamental notions of biomass and the meanings in human activities according to biomass using.
