장종익 2018-11-15T09:33:24Z 2018-11-15T09:33:24Z 2009-10 RE32-4-04 http://repository.krei.re.kr/handle/2018.oak/19266 본 연구는 우리나라 농식품시스템의 지속적인 발전에 필수적인 국가 농업연구개발 및 기술보급체계의 개선방안 마련에 시사점을 얻고자 미국의 사례를 검토하였다. 본 연구의 결과, 다음과 같은 몇 가지 결론을 요약할 수 있다. 첫째, 농업연구개발에 대한 정부의 개입은 일반적인 과학기술 및 시장 환경, 그리고 산업구조의 변화에 따라 그 영역 및 방식이 변화되지 않으면 공공부문의 비효율성뿐만 아니라 국가 전체 농업연구개발체계의 비효율성을 초래할 수 있다. 이러한 점에서 민간부문의 농업연구개발 활동을 포함한 전체적인 농업연구개발의 체계에 대한 점검과 분석이 주기적으로 이루어질 필요가 있고 이에 따라 정부의 역할을 지속적으로 재조정하는 작업이 불가피하다. 이러한 재조정작업의 추진에 있어서 미국의 특징은 의회가 주도적인 역할을 수행하고 있다는 점이다. 이는 의회의 고유한 기능이 행정부에 대한 견제기능이라는 점에서 우리나라 의회의 취약한 기능을 강화할 필요성을 시사해 준다고 하겠다. 둘째, 조직 및 제도경제학은 시장의 실패요인이 정부 개입의 필요조건일 뿐 충분조건은 아니라는 점을 환기시키고 비용이 가장 적은 시장개선방안을 도출하는 데 기여한다. 연구영역 및 연구자금의 배분에 관한 의사결정방식, 연구자금의 조달방식, 연구자의 실적평가 및 인센티브시스템, 서로 다른 연구단계 간의 협력방식 등이 국가 농업연구개발의 효율성에 영향을 미친다. 이런 이유로 농업연구개발에 대한 공공부문의 개입방식 및 조직운영, 그리고 민간부문의 활성화방안을 마련함에 있어서 경제활동의 조직화원리에 관하여 최근에 진전된 이론들을 흡수하여 응용할 필요가 있다. 마지막으로 우리나라의 농업연구개발에 대한 민간부문의 투자활동이 선진국 수준에 비하여 매우 낮다는 점에 크게 주목할 필요가 있다. 민간 식품유통가공 기업이나 농협 모두 농식품체인 브랜드의 발전을 위한 브랜드 특정적인(brand-specific) 기술개발에 대한 투자활동이 매우 낮은 원인에 대한 종합적인 분석이 필요하며, 이것은 향후 우리나라 농식품산업의 지속적인 발전을 위한 정부의 역할을 모색하는 데 필수불가결할 것이다. This paper aims to derive implications for Korean agricultural R&D system from the US experience. In doing so, it uses market failure and organizational economics literature to account for the adaptation process of the US public agricultural R&D sector to changes in market environments. The research finds that the US government led the national agricultural R&D system at the beginning, helped to enhance the private sector's R&D activities, and then in recent decades has limited its roles on the research areas complementary to the increasingly expanding activities of the private sector. In addition, it is also found that the mode to organize the public agricultural R&D activities has been improved in a manner to resolve information, incentive and coordination issues, as suggested by organizational economics.
