김정섭 이규천 박대식 2018-11-15T09:36:41Z 2018-11-21T01:21:36Z 2010-12 C2010-42 http://repository.krei.re.kr/handle/2018.oak/19530 2004년에 공포된 “농림어업인 삶의 질 향상 및 농산어촌 지역개발에 관한 특별법”에 따라 여러 중앙정부 부처들이 협력하여 농어촌 주민 삶의 질 향상에 관련된 정책을 조율하는 제도의 기틀이 마련되었다. 그 연장선상에서 도입하려는 농어촌 영향 평가 제도는 구체적이고 실무적인 정책 조정 절차라 할 수 있다. 중앙 행정기관, 광역 지방자치단체, 시·도 교육청 등 여러 공공기관들의 정책이 의도하지는 않았더라도 결과적으로 농어촌에 불리한 영향을 줄 소지가 있는지 여부를 점검하는 제도이다. 입안 단계에서부터 농어촌의 특성을 한 번 더 고려함으로써 정책의 형평성과 효과성을 제고하자는 취지를 갖고 있다. 이와 유사하게 농어촌의 특성을 한 번 더 고려하는 방식의 정책 조정 제도는 영국, 캐나다, 뉴질랜드 등 여러 외국에서도 시행되고 있으며 상당한 성과를 거둔 것으로 알려져 있다. 이 보고서는 국내외 관련 사례들을 참고하고 현재 추진되는 몇 가지 정책 사례들을 분석한 결과를 바탕으로 농어촌 영향 평가 제도 운영에 관한 기초적인 구상과 실무적 수단들을 제시하고 있다. The objectives of this research are to identify the required conditions for introducing Rural Impact Assesment system in Korea, to develop actual measures for operating the system, and to propose the strategy for activating RIA. Based on the review of Rural Proofing in England and Gender Impact Assessment in Korea, we found some requisites for introducing RIA as followings. Firstly, government should build a powerful operation system. Secondly, it is necessary to make some actual measures by which policy makers can use to assess their own policies' impact for rural area. To develop the protocol of RIA checklist and manual, we analyzed some policies on the rural-sensitive perspectives. Based on the analysis, we made the protocol of RIA checklist and manual which include the seven questions for policy makers to consider whether their policy is likely to encounter the challenges presented by rural circumstances.
