박시현 최지현 홍준표 김영단 최경은 2018-11-15T09:37:42Z 2018-11-21T01:21:36Z 2011-02 C2011-06 http://repository.krei.re.kr/handle/2018.oak/19607 농촌지역 시·군이 당면하고 있는 가장 큰 문제 중의 하나가 인구 감소이다. 경상북도 영천시의 경우에도 최근에는 그 감소세가 약간 둔화되긴 하였지만 인구가 여전히 감소하고 있다. 이러한 추세로 간다면 조만간 인구는 10만 명을 하회할 것으로 전망된다. 한편 최근에 도시거주자의 농촌지향 움직임이 가속화되고 있다. 지속적으로 악화되고 있는 도시지역에서의 고용 상황의 탈출구로서, 은퇴를 앞둔 사람들의 제2의 인생 무대로서 귀농·귀촌에 대한 관심이 증대하고 있는 것이다. 영천시는 농업생산기반과 농산물 유통 체계가 잘 발달되어 있다. 특히 전국 최고의 일조량을 바탕으로 전국에서 알아주는 과일 생산지이기도 하다. 이 연구는 영천시가 가지고 있는 지역 자원을 활용하여 귀농·귀촌인을 유치하여 인구를 증대시키는 방안을 모색하고자 하는 것이다. 이를 위해 이 연구에서는 영천시로의 귀농·귀촌 수요 파악과 정부의 귀농·귀촌 정책과 귀농·귀촌 촉진을 위한 선진사례 등을 살펴보았다. 영천시로 귀농·귀촌인을 유치하기 위한 구체적인 방안으로 시범단지 조성 등 유형별 프로그램을 제시하였다. 특히 영천시의 대표적인 소득 작물인 포도를 활용한 재배단지를 조성하여 귀농·귀촌인을 유치하는 방안을 제시하였다. A population of Young-cheon is continuously decreasing. Given that there is no social variation under the current population structure, KREI-REMO predicts that the population would be less than one hundred thousand in 2012. Therefore, the most important goal of regional development policy of Young-cheon is an increase of population. On the other side, a baby-boomer who looks a retirement ahead gets more interests in a turnaround to rural areas than before. Recently, young people who suffers from unemployment in urban areas is interested in an exodus to rural areas. Based on this social trend, Ministry for Food, Agriculture, Forestry and Fisheries prepares for systematic programs supporting for the turnaround movement. Young-cheon has many advantages in an agriculture compared to the other areas in the nation. Its well-maintained agricultural infrastructures and its great number of sunny days leads the city to be the perfect place for the growth of fruits. Above all, Young-cheon is famous as the top producing place of grapes. A major question of this study is how to increase population of Young-cheon by attracting the turnaround people who wants to live their life as farmers. To find the answer about the question, we conducted a survey of demand for the turnaround to Young-cheon, investigated governmental policies aimed to support the turnaround people, and searched for advanced cases to promote the turnaround. As a result, we suggest type-wise programs such as a small farm-complex in which a beginner in an agriculture can learn how to cultivate. Particularly, we developed an idea how to compose a farm-complex for grapes, which is the main profit-crop of Young-cheon, in order to attract people from urban areas.
