박동규 이웅연 2018-11-15T09:38:06Z 2018-11-21T01:20:54Z 2011-02-01 C2011-09 http://repository.krei.re.kr/handle/2018.oak/19640 현재 쌀 감모량 통계는 양곡수급표 상에서 공급량과 재고량이 확정된 이후에 확인이 가능한 수요량을 제외한 잔여 부분을 ‘감모 및 기타’로 정의하여 사용된다. 따라서 감모량에는 감모 자체뿐만 아니라 통계 불일치 등 기타 물량이 포함되어 있다. 우리나라의 경우 쌀 생산량 중 감모량 비율이 1990년대 전반기에 5% 내외를 유지한 이후 증가세를 보여 2009년에는 13.6%를 기록하였고, 연도별로 최저 3.3%, 최고 18.0%로 편차가 크게 나타나는 것이 특징이다. 감모율은 수확 후 관리 기술 등의 발달로 인해 점차 하락하는 것이 바람직하지만 이와 반대의 양상을 보이고 있기 때문에 쌀 통계자료의 신뢰도 문제가 제기되고 있다. 또한 이러한 통계자료를 바탕으로 수급계획을 수립하고 관련 정책을 시행하는 데 있어서도 혼란과 불신이 초래할 수 있다. 따라서 이 연구는 감모량 통계 도출 방식의 문제점을 검토하여 보다 현실적인 감모량 통계를 생산하는 방안을 모색하는 데 목적이 있다. 이 연구에서는 쌀 감모량 통계 현황을 파악하고 관련 통계의 검토를 통해 쌀의 수확단계부터 유통과정까지 발생 가능한 감모량을 추정하여 제시하였다. It is natural that the loss rate of rice after harvesting declines gradually as the technology of post-harvest management advances. But the statistics on rice loss in Korea shows different results, making it difficult to fully trust the statistics on rice loss. Under such a background, this study aims to find ways of producing more reliable statistics on rice loss. If there is a gap between the survey data and the actual amount of rice in regard to amount of rice produced, consumed, and stored, the amount of rice loss will be affected accordingly. For example, if rice production estimates are overestimated, the amount of rice lost will also increase. According to the results of this research, the possible amount of rice that is lost during the process from harvesting to distribution is 7~8%. It is estimated that 4.1% of rice produced is lost during the harvesting stage and due to statistical error, and the actual loss in the process of harvesting in the fields could be a little more than the estimate. In the storage and polishing stages of rice, it is estimated that 2.09% of rice is lost due to evaporation. Also, 0.5% of rice is lost due to evaporation in the distribution stage. In conclusion, the lowest rate of rice loss from harvesting to distribution is 6.69%. If the damage from diseases and insects is taken into account, it is estimated that the actual rate of rice loss is likely to be around 7~8% of rice produced. In order to estimate the rate of rice loss more accurately, it is essential that thorough investigation is performed for at least three years on each stages of the rice production process from harvesting to distribution.
