박현태 성명환 김연중 이웅연 지역활성화센터 2018-11-15T09:39:35Z 2018-11-21T01:21:01Z 2011-10-30 C2011-29 http://repository.krei.re.kr/handle/2018.oak/19762 곤충산업은 미래의 성장동력산업으로 인식되고 있으며, 정부에서도 곤충산업이 부가가치가 높을 뿐만 아니라 친환경산업으로 육성할 가치가 높다는 점에서 국가적 투자지원을 강화하고 있다. 정부는 곤충산업을 육성하기 위해 2010년 8월 ｢곤충산업의 육성 및 지원에 관한 법률｣을 제정·시행하고, 동년 12월에는 향후 5년간 1,100억 원을 투자하는 것을 주요 내용으로 하는 ‘제1차 곤충산업 육성 5개년 계획’을 수립 발표하였다. 곤충산업에 대한 국내외적인 관심이 고조되고, 곤충산업의 기술적 변화만이 아닌 생활양식과 문화의 변화가 이루어지는 등 곤충의 가치인식이 다각화됨에 따라 지자체들도 곤충산업에 대해 높은 관심을 보이고 있다. 특히 경상북도는 곤충산업을 육성하려는 의지가 매우 강한 것으로 알려져 있다. 경상북도는 곤충의 생육환경에 적합한 자연환경 및 관광자원 등을 갖추고 있다. 또한 천적곤충, 화분매개곤충의 경우 경쟁력측면에서 선도적인 위치를 확보하고 있을 뿐만 아니라 민간연구소, 대학, 연구기관 등 곤충 관련 네트워크를 형성하기 유리한 조건을 갖추고 있다. 반면에 곤충산업 육성에 필요한 인프라가 미흡하고, 곤충산업의 생산규모 및 시장점유율에서 타 시도와 비교해 약세여서 곤충산업 중심지로서의 지역이미지가 약하다는 약점을 갖고 있다. 이 연구에서는 경상북도가 국내 곤충산업의 허브기능을 수행하기 위해서 현재 도내의 곤충산업 구성요소들이 어떤 기능과 사업을 수행해야 할 것인지, 어떤 주체가 선도해 나가야 할 것인지 등 구체적인 방안을 제시하고자 하였다. The purpose of this study is to make a master plan to secure leading position in domestic insect industry by making good use of insect resources Gyeongsangbuk-do has. This study covers insects centering around pollinating insects, insects used as natural enemy, insects for study, insects as a pet, edible insects, insects for medicinal purposes, insects used as feed, insects for festival, insects for events and insects for environmental cleanup. This study also covers bee farming and silkworm farming. Program period was considered 10 years (2011 ~ 2020). Farms cultivating insects, farms using insects, school parents, insect industry experts were examined for this study. Gyeongsangbuk-do not only has natural environment and tourist attractions appropriate for growth and development of insects but it has a strong will to promote insect industry. Gyeongsangbuk-do secures a leading position has competitiveness in insects used as natural enemy and pollinating insects. In addition, Gyeongsangbuk-do has favorable condition to build insect related network such as institutes, colleges and research agencies. Meanwhile, Gyeongsangbuk-do does not have sufficient infrastructure that is required to promote insect industry and lags behind other provinces in market share and production scale of insect industry and has weaker brand image as hub of insect industry. This study set a vision of Gyeongsangbuk-do's insect industry to "performance of hub function of domestic insect industry" so that Gyeongsangbuk-do can play a role as hub in insect related industrialization, distribution, R&D, education, experience and event. This study set Gyeongsangbuk-do's goal of promoting insect industry to "boosting Gyeongsangbuk-do's economy by making the most of insect resources in Gyeongsangbuk-do". Five strategies to realize the vision and achieve the goal were presented as follows. ① Building infrastructure to raise insects, ② Making the most of insect resources in Gyeongsangbuk-do, ③ Expanding infrastructure to promote insect industry, ④ Making insect resources tourist attraction, ⑤ Strengthening cooperation with central government. Ways in which Gyeongsangbuk-do promotes insect industry are presented as follows. First is about expanding infrastructure to promote insect industry which is related to expanding infrastructure to raise insects and strengthening the capability of existing insect industry special district. Second is about promoting insect industry and strengthening R&D which is related to building insect business support center (tentative name) and colleges. Third is about making insect resources tourist attraction. Ways to build insect experience village, establish publication and marketing system for insect tourism and develop experience learning program were proposed. Organization of insect industry cluster in terms of promoters of insect business as strategies to promote insect industry were proposed. Insect industry cluster aims to perform a role as mecca of domestic insect industry connecting organizations that are related to insect industry such as insect business support center, insect related research institutes, ecological experience, insect farmers and insect firms. Building and operating insect industry cluster can not only make a contribution to supplementing and strengthening the role and function that are performed by local self governing bodies in Gyeongsangbuk-do but it also integrate goals of insect businesses into one vision and enhance Gyeongsangbuk-do's brand value in insect industry.
