김용택 김병률 이병훈 전익수 윤종열 민자혜 김정승 성진근 김완배 김종호 2018-11-15T09:41:25Z 2018-11-15T09:41:25Z 2011-11-30 R646 http://repository.krei.re.kr/handle/2018.oak/19835 이 연구는 식량안보와 식량자원 확보를 위한 해외농업개발의 전략을 수립하고 해외농업개발사업의 성공모델을 구축하는 방안을 마련한 연구이다. 이 연구에서는 향후 글로벌 식량위기가 발생할 가능성이 있는지 검토해 보고, 해외농업개발이 식량안보대책의 하나로 활용할 수 있는 대책인지 검토해 보았다. 그리고 우리나라 농식품산업의 해외직접투자와 해외농업개발사업의 실태를 파악하고 관련 정책과제를 도출해 보며 중국, 일본, 중동국가들과 같은 대량 식량 수입국가들의 경우 해외농업개발을 어떻게 시행하고 있는지 살펴보았다. 마지막으로 해외농업개발사업의 성공적인 시행을 위하여 해외농업개발 전략을 수립하고 이를 바탕으로 해외농업개발의 성공모델을 제시하였다. After the global food crisis, world grain prices have rapidly soared. This brought about significant influences on global economy causing ‘agflation’ phenomenon which describes inflation led by rises in agricultural commodity prices. World grain market is also unstabilized by uncertain changes in weather and productions. Under the circumstances like this, Korea is the fifth largest food import country, so food security has become one of the most serious issues. Oversea agricultural development is emerging as one of the promising policy options to stably secure foods. This is the final report which is the third year report of the three-year research. This study tried to seek an alternative model and policy to establish an effective operating system for overseas agricultural development projects given that Korea's entry into this field is relatively new and competition over overseas agricultural development is getting intense around the world. Additionally, the study suggested the successful model and strategies of overseas agricultural development. Previous research has been conducted about several issues as follows; At the first year research, the study attempts to provide a future direction and strategies for international agricultural development by grasping the historical progress and constructing a reasonable definition of the international development. In addition, this study provides information on the possibilities of the development in Russia, Brazil, Myanmar, and Cambodia. Especially, the conceptual scope of international agricultural development includes physical and economic access to safe, sufficient, and nutritious food as well as establishment of a food security system. At the second year research, the study focused on reviewing and evaluating the implementation of overseas agricultural development and carried out after 10-year-plan for overseas agricultural development. In addition, the second year study provided the necessary complementary measures and developed a new food security index for recognizing threatening elements in the world food supply and importance of overseas agricultural de-velopment. In the final year research, the study provided the action plans for promoting the overseas agricultural development by region, commodities, and types by reviewing the successful private companies's strategies and evaluating their business models and analyzed the economic feasibility study on their projects using the analysis of financial statements and business performance analysis. Finally, using the various results, the study drew out various desirable success models for overseas agricultural development.
