박시현 김경덕 김용렬 한석호 이정민 윤병석 2018-11-15T09:41:29Z 2018-11-15T09:41:29Z 2011-11-30 R651 http://repository.krei.re.kr/handle/2018.oak/19840 지방자치단체의 의사결정 권한이 확대됨에 따라 의사결정의 합리성과 투명성을 요구하는 목소리가 높아지고 있다. 하지만 지방자치단체의 의사 결정은 체계적이지 못하며, 의사결정을 위해 제공되는 정보도 객관적이고 분석적이지 못한 경우가 많다. 이 연구는 2010년 한국 농촌경제연구원에서 농촌지역 기초 자치단체의 거시경제전망을 위해 개발한 바 있는 KREI-REMO를 수정 보완하고 관련 시스템을 추가하여 농촌지역으로 분류되는 기초 자치단체에서 행하는 의사결정을 지원하는 시스템을 구축하는 것이다. 이를 위해 이 연구에서는 의사결정지원시스템을 데이터베이스 시스템, 모형 시스템, 사용자 인터페이스로 구성하고, 각각의 시스템이 전체 시스템에서 담당해야할 역할과 그 내용에 대해서 기술하였다. The main purpose of this study is to build the decision-making support system of local self-government classified as rural area by using revised KREI-REMO established in 2010 with adding some systems. This study can be categorized by mainly four key points. First, establishing the basic direction for the building of rural development decision making support system (RDSS). Second, suggesting database sub-system to be used and applied by decision maker in local self-government. Third, Connecting KREI-RDSS with revised and updated KREI-REMO established in 2010 in terms of updating the D.B., and model framework. Fourth, establishing user sub-system in RDSS and suggesting the utilizations on user sub-system. The main outputs of this study are as follows. To match local self-governments's rational decision, we suggested basic direction, purpose, vision and developmental step for building rural development decision making support system (KREI-RDSS) classified into database sub-system, model sub-system, user interface. we selected 32 indicators and 5 index as first stage database on KREI-RDSS with using population, economy, livelihood, social welfare, environment, regional development index. In KREI-REMO 2011, we first divided local district into 6 sectors. each sectors are classified by population, employment, industrial production and local government finance, and each parts are estimated by panel analysis. and we predicted 10 years' baseline on each local area with model. we also developed user interface in KREI-RDSS as considering usage convenience, application, extension, web style guide (WSG). finally, we illustrated user interface system's practical use in detail as well.
