황의식 김광수 2018-11-15T09:41:50Z 2018-11-15T09:41:50Z 2011-11-30 R648 http://repository.krei.re.kr/handle/2018.oak/19868 농촌사회의 변화, 농가구성의 변화, 조합원의 이질화 확대 등 일선조합을 둘러싼 환경이 변화하면서 농협의 역할에 대한 요구도 변화하고 있다. 요구된 농협의 역할에 효과적으로 대응하기 위해서는 일선조합체제의 개편이 필요할 것이다. 특히 최근 농협법 개정으로 농협중앙회 신용사업과 경제사업을 분리하는 사업구조개편이 이루어지면 신용사업과 경제사업을 겸영하는 종합농협체제인 일선농협의 구조도 변화를 요구받게 될 것이다. 즉, 농협중앙회 사업구조개편에 따라 일선농협과의 역할분담관계가 변화하면서 일선농협체제 개편 요구는 탄력을 받게 될 것이다. 이러한 배경에서 이 연구는 현재의 일선조합체제가 여건변화와 조합원 농가의 요구에 대응하는 데 적합한 구조인가를 평가하고 일선조합의 적정규모를 검토하였다. 또한 농업·농촌의 여건변화에 따른 일선조합의 역할을 재정립하였으며, 이를 가장 효과적으로 추진할 수 있는 일선농협체제를 재구축하는 개편방안을 마련하고자 하였다. Recently it has been required that primary cooperatives should be reform the business organization by changes in the rural society, heterogeneity of cooperative members, especially reforming the business organization of NACF. The purpose of this study is to reassign roles of primary cooperatives by changes in agriculture and rural area, and establish strategies for reforming business organization of primary cooperatives. In order to accomplish the purpose of the study, we do the followings. First, review the circumstantial changes around the cooperative business and point out problems on business structure of primary cooperatives. Second, analyze economies of scale in order to set optimal scale of consolidation using cooperative data and then check whether current business scale is optimal or not. Third, establish developing strategies of the marketing firms in common of the primary cooperatives for expanding business scale, and then design relationship between primary cooperatives and other cooperatives like marketing firms in common. Finally, suggest system and policy issues for promoting reforming business organization.
