송미령 박시현 이규천 김광선 김정섭 권인혜 2018-11-15T09:43:01Z 2018-11-21T01:20:59Z 2010-12-30 C2010-45 http://repository.krei.re.kr/handle/2018.oak/19965 오랜 기간 동안 농어촌 지역개발 정책이 추진되어 왔고 그 성과도 상당하지만, 중앙정부 부처들의 단위사업 중심으로 추진되다보니 문제도 적지 않았다. 특히 추진 주체들이 다기화되어 중복과 사각지대 영역이 발생하고 지역의 여건과 특성에 맞는 개발 전략을 펼치기에는 제약이 많았다. 올해부터 광특회계가 개편되어 농어촌 지역의 통합형 지역개발이 가능한 환경이 정비되었으나, 농어촌 지역의 적응력을 강화하기 위해서는 추가적인 제도 개선이 필요하고 참고할 만한 모델 제시도 필요한 상태이다. 이 연구는 농어촌 통합형 지역개발 모델을 정립하고 실제 사례지역 대상으로 실행계획을 수립하는 것을 목적으로 이루어졌다. 관련 선행연구 검토, 국내외 최신 정책사례 검토, 통계 데이터에 기반한 시·군 지역의 현황과 특성 분석, 지역개발 정책의 문제점 및 정책 수요 파악을 위한 공무원 대상 설문조사와 전문가 FGI 등을 통해 통합형 지역개발 모델을 정립하고 제도 개선 방안을 제안하였다. 통합형 지역개발 모델은 ‘농어촌 지역 주체들이 해당 지역의 지속가능성과 제반 문제 해결 및 환경 개선을 위해 역내외 자원을 조직화하는 과정’이라고 정의하였다. 이를 진정 피부에 와 닿는 지역발전의 기초 공간 단위라고 할 수 있는 3개 시·군 지역에 적용해 실행계획을 수립함으로써 시·군들이 참고할 수 있도록 하였다. 특히 지역 경영이라는 관점에서 PDCA 사이클에 맞추어 계획, 사업과 예산, 성과 관리, 추진체계 등으로 나누어 제도 개선 방안을 제안하였다. The purpose of this research is to establish an integrated model for rural development and to establish action plans based on case studies. Included are as follows: The first is to make an appropriate integrated model for rural development based on theoretical discussion about the concept of integrated rural development and empirical studies; the second is to establish action plans enabling to adopt for rural development; and the third is to provide the way of institutional supports for extending and settling down the integrated rural development model. The study consists of five chapters. We try to operationally define the concept of an integrated rural development model and to establish the standpoint and analytical frame based on its concept in Chapter 2. In Chapter 3, we investigated the situation and characteristics of rural areas focused on dwelling, economic, and social conditions using statistical data. Chapter 4 provides some major points gained from analyses of data of surveying public officials who work in rural areas. This survey was conducted for depicting rural development policy tasks and policy demands. We deal with planning, projects and budget, performance management, and implementation system in order to find out problems and solutions in Chapter 5. In Chapter 6, we recognized policy tasks needed for realizing the integrated rural development model through establishing action plans for Gimcheon-si, Yesan-gun, and Jangheung-gun, as examples. We used various research methods such as literature reviews, statistical analyses, domestic and foreign case studies, survey, focus group interview, and workshops. We, first of all, defined the concept of integrated rural development model as ‘the process organizing available resources for sustaining regional development, solving problems, and reforming environment by regional subjects’. Our research was conducted according to policy stages of PDCA(Plan - Do - Check - Action) in terms of regional management. Secondly, rural areas are human beings' living spaces which have compound characteristics such as living place, working place, resting place, and community. However, there are differences in regional situations and traits among districts. A systematic rural development policy should be propelled for solving differences and strengthening national competitiveness. Thirdly, local governments' public officials say that there are various problem in implementing regional development policies. There are a lot of plans for developing rural areas, but they do not have coercive devices. Also, rural development projects including budget are allocated to various implementing bodies. Other problems are the lack of ways measuring performances scientifically, the lack of policy bodies' capacities, and the absence of integrated policy body. Fourthly, we provided reforming alternatives such as changing development plans to three stages(basic plan-action plan-project plan), data collection, partnership, budget allocation system, performance indices. Lastly, we provided examples for the integrated rural development model via case studies.
