강창용 박기환 주아름 2018-11-15T09:43:22Z 2018-11-21T01:21:43Z 2012-05-30 C2012-13 http://repository.krei.re.kr/handle/2018.oak/19995 국내 농업은 고령화와 노동력 부족, FTA·DDA로 인한 시장개방 확대 등으로 많은 어려움을 겪고 있다. 그러나 정부지원을 바탕으로 한 농업기계화 추진은 농촌노동력 부족 문제를 상당부분 해소함으로써 안정적인 농산물 생산에 커다란 역할을 하였다. 이처럼 농기계산업이 농업발전에 기여하였음에도 불구하고 농기계 보조지원 폐지 등으로 수요가 감소함에 따라 농기계 제조업체의 가동률은 하락하는 등 농기계산업은 전반적으로 커다란 위기에 직면하고 있다. 더욱이 중고농기계 거래가 활성화되지 못해 자원낭비와 환경 문제도 대두되는 상황이다. 농기계산업이 현재의 어려움을 극복하고, 지속적으로 농업발전에 기여하기 위해서는 수출확대와 같은 새로운 수요창출로 재도약의 발판을 마련해야 하며, 중고농기계의 거래활성화와 수출 모색으로 사회적 비용을 절감하는 방안도 수립할 필요가 있다. 이 때문에 정부는 농기계 수출확대와 중고농기계 유통활성화를 위한 농기계수출 종합유통지원센터 건립을 추진하고 있다. 따라서 본 연구는 정부의 농기계수출 종합유통지원센터 건립의 기본구상 및 기본계획 수립과 사회·경제적 효과 등을 분석하여 정부정책이 보다 효율적으로 실행될 수 있도록 도움을 주고자 수행되었다. The agricultural machinery industry, which has played an important role in the development of agriculture, is faced with a crisis due to adverse market conditions such as declining demand. Nevertheless, the industry has to overcome the current difficulties and lay down a foundation for a new leap forward as it is a backbone industry of agriculture. One of the ways to overcome such a difficult situation is none other than to expand the export of agricultural machinery. The government, too, recognizes the importance and is currently working on to establish an agricultural machinery export complex. With such a background, this study aims to provide basic data necessary for the government to efficiently carry out the construction of the export complex by laying out a blueprint for its construction and by analyzing the social and economic effects of the project. The agricultural machinery industry in Korea has been losing steam as a result of further opening of the domestic market to agricultural imports, declining rice consumption, and the flight from agriculture. Moreover, the industry is showing signs that it has hit the stagnation point in creating new markets since the abolishment of government subsidies. As a result, the manufacturers are experiencing many difficulties. The factory operation rate is falling and business scale, too, is getting smaller. One of the ways to overcome such a situation is to create new demand by expanding the export. However, since export expansion is still lacking considerably with respect to technology, public promotion, and marketing, it is necessary to set up a separate institution that can provide systematic support. Besides, establishment of an agricultural machinery export complex conforms with the government policy since such an establishment is stipulated by law. In establishing the export complex, it is necessary to install facilities that can perform various functions so that the export complex can provide comprehensive support aimed at promoting agricultural machinery export. The facilities to be installed include an export support center, a second-hand agricultural machinery and equipment export center, a history hall (museum), and a future vision hall, a training center for the education of how to use agricultural machinery and equipment, a testing facility, a distribution center for SMEs, and a bonded warehouse. It was analyzed that if the export complex is built in the city of Cheonan, the economic benefit would amount to about 27.3 billion won for the city and 204 billion won for Chungnam Province. On the employment side, it will create 1,233 jobs in Cheonan and 1,598 jobs in Chungnam. In addition to bringing such benefits to the local economy, it is expected that it will have the policy effect of increasing the export by 12~25%. Also, since the city of Cheonan will be hosting the Korea International Exhibition of Machinery, Equipment, Science and Technology for Agriculture (KIEMSTA), the export complex can provide many things to see and do for exhibition visitors and transform the exhibition into a lasting event that can contribute greatly to revitalizing the local economy.
