이대섭 허장 정승은 2018-11-15T09:45:47Z 2018-11-15T09:45:47Z 2012-12-30 R662 http://repository.krei.re.kr/handle/2018.oak/20205 2010년 우리나라는 OECD/DAC에 가입하면서 수원국에서 공여국으로 전환한 유일무이한 국가로 국제사회에서 인정을 받았다. 불과 40~50년 사이에 공식적으로 국제원조 공여국의 반열에 들어서게 된 것이다. 산업화 과정에서 우리의 농업·농촌부문은 상대적으로 비중이 크게 위축되어 왔지만 녹색혁명을 비롯하여 가치사슬 분야에서 많은 정책 및 기술을 개발하여 선진 농업·농촌 구축을 위해 노력하여 왔다. 이미 세계적으로 널리 알려진 새마을운동을 비롯한 농촌개발 전략과 각종 농업정책 등은 여러 빈곤국과 저개발국들이 배우고 싶어 하는 귀중한 경험이 되었다. 특히 이러한 과정을 체계화한 많은 전문가들이 배출되어 풍부한 인적 자원도 형성되어 있다. 이러한 여건 변화에 따라 농업·농촌부문에서 보다 체계적인 개발협력사업의 발굴과 추진이 필요하다는 인식 아래 우리의 소중한 경험과 기술을 원조 프로그램으로 구축하여 보다 효과적인 개발협력사업을 추진할 필요성이 부각되었다. 이 보고서는 이러한 변화와 필요성에 따라 우리보다 개발협력 분야에서 훨씬 경험이 풍부한 국제사회의 사례조사를 통해 향후 동 부문이 나아갈 방향을 제시하는 측면에서 그 의미가 있다. Background of Research Most of less developed countries(LDCs) consider agriculture as a main leverage to build their economies. Korea's strategy for ODA has been supportive to help LDCs' goals and objectives as well as utilize it as a means of introducing Korea's agricultural business into the countries. However, there is no single unified policy nor strategy that can be shared with all the agencies of ODA in Korea. Thus, this study aims to suggest implications and application ways by conducting various studies on the cases of selected ODA organizations. Method of Research This study utilizes previous research articles and reports, statistic references, on-site surveys, and an invitational seminar that was held in the Philippines with the participation of World Bank, ADB, JICA, KOICA, and the Department of Agriculture, and they presented their strategies and procedures, and shared their experiences with Korea. From the seminar, information and other necessary documents were collected and used for the study. Research Results and Implications Since there is no single nor unified strategic document on ODA, each relevant organization has implemented its own project with a different scheme. As a result, the partner country is prone to misunderstand the Korean agricultural and rural ODA. Based on the implications from other related international organizations, it is recommended that a unified policy/strategy be established for the sector. Also, individual projects need to be coordinated to be implemented in a partner country. In addition, it is recommended that a wholesome initiative be established for different agencies. Finally, the study makes recommendations concerning the official procedure of project demand survey and approval, implementation, monitoring and evaluation of project, and feedback to draw problems and future directions from the past.
