김미복 김홍상 김창호 2018-11-15T09:53:23Z 2018-11-21T01:21:20Z 2013-11-30 C2013-31 http://repository.krei.re.kr/handle/2018.oak/20803 농업기반정비에 대한 투자는 2013년 기준 약 2.2조원(농식품부문 예산의 13.1%)에 이를 정도로 농업분야에서도 매우 큰 비중을 차지하고 있다. 1990년대 이후 지속적인 투자가 이뤄졌음에도 불구하고 아직까지 농업기반정비사업 투자 총량에 대한 사업별 타당성 분석 이상의 종합적인 성과분석이 이뤄지지 않았으며, 일각에서는 쌀 자급기반을 일정 수준까지 이뤄놓은 상태에서 농업기반정비에 대한 지속적인 투자가 과연 경제성이 있는 것인가에 의구심을 가지는 등 부정적인 인식이 확산되고 있는 실정이다. 따라서 농업기반정비 총량성과평가, 세부사업에 대한 성과지표 종합 등 농업의 다원적 기능과 변화하는 대외환경을 반영하는 다각화된 성과평가가 필요한 시점이다. 이 연구에서는 농업기반정비사업의 총량성과를 평가할 수 있는 지표를 개발하기 위해 FAO·USDA·OECD 등 글로벌 평가지표를 참조하여 우리나라 농업기반정비사업의 성과를 평가할 수 있는 지표를 개발하였고, 계량분석을 통해 지출승수를 구하였다. 또한 세부사업 성과를 고려하여 전체 농업기반정비사업의 성과를 종합할 수 있는 분석방법 및 사업별 성과지표를 제시하였다. As the total expenditure for the agricultural sector grows, investments in agricultural infrastructure development continue to increase. About the optimal amount and inefficiency, there has been a debate for additional investments in this sector. However it is necessary to rebuild a new system of agricultural infrastructure development due to climate changes such as frequent natural disasters and changes in the cropping system. Therefore, it is time to check pursuing comprehensive performance analysis what the agricultural infrastructure development programs achieved. In this study, three main methods are applied- international comparison using global indices, quantitative analysis for total invested funds, and in-depth performance evaluation to synthesize performance of individual programs. In chapter 3, we compare performance of agricultural infrastructure with other countries using the accumulated capital stock as an index. We also calculate GDP/ACS(production per capital accumulation) for measuring productivity. Results show that productivity in Korea is much higher than others. We focus on the expenditure multiplier in chapter 4 applying econometric method- error correction model. The expenditure multiplier since 2000’s is 2.59 won. In chapter 5, we evaluate a comprehensive performance for the agricultural infrastructure exploring input, output, and outcome indicators.
