김광선 송미령 윤병석 강민정 2018-11-15T09:54:17Z 2018-11-21T01:21:17Z 2014-02-28 C2014-18 http://repository.krei.re.kr/handle/2018.oak/20880 논산군이 설치된 1914년 이후 벌써 한 세기가 지나, 논산시가 올해로 개청 100주년을 맞게 되었다. 지난 100년을 거울삼아 이제 새로운 100년을 준비해야 하는 중요한 시기를 맞고 있다. 본 연구는 논산시의 새로운 100년을 준비하는 첫 단계로 향후 10년의 중·장기 발전전략을 수립하는 것을 목적으로 한다. 특히 국토연구원과 함께 지역경제·산업발전 부문, 역사문화·관광진흥 부문, 교통·생활인프라 부문, 지역사회복지 및 환경보전 부문, 농·축산업 및 농촌 부문 등 5대 부문을 중심으로 논산시의 종합발전계획을 수립하면서, 우리 연구원은 ‘논산시 미래발전을 위한 농·축산업 및 농촌 부문 발전계획’을 수립하였다. 논산시는 농·축산업이 지역경제에서 차지하는 비중이 비교적 높고, 딸기·상추·수박·고구마·호박·양돈 등 일부 품목은 전국적으로도 높은 특화도를 보이고 있는 전형적인 농업지역이다. 그러나 농·축산업의 시장환경 변화나 정책환경 변화로 인해 다양한 도전을 받고 있다. 농·축산업 분야의 인력부족이나 인구 고령화로 인한 농촌지역의 활력 저하 등 지역 내적인 문제에 더해, FTA의 확대와 TPP 참여 등으로 인한 국제농업교역환경의 악화, 타 지역들과의 경쟁 심화 등 지역 외적인 도전 역시 강하게 받고 있는 상황이다. 이러한 문제와 도전을 극복하고 논산시 농‧축산업 및 농촌 부문의 미래발전전략을 수립하기 위해 이 연구는 논산시 농·축산업 및 농촌 분야의 실태와 정책 수요를 다양한 방법으로 조사·분석하였다. 그 결과 논산시 농·축산업 부문 발전전략의 목표를 ‘친환경·융복합으로 고부가가치 농‧축산업 육성’으로 설정하고 농업생산기반 강화, 예스민 브랜드 강화 및 농·축산물 유통구조 개선, Clean(고품질·친환경) 축산 육성, 농·축산업 고부가가치화, 스마트 농·축산업 기반 구축 등의 실천전략을 제시하였다. 농촌 부문 발전전략의 목표는 ‘주민이 행복한, 살고 싶은 논산의 농촌 만들기’로 설정하였으며, 기초생활서비스 확충 및 활력 있는 마을 만들기, 지역 간 연계‧협력에 의한 지역발전 시너지 창출 등을 실천전략으로 제시하였다. This study aims to establish the goals and long-term development plan for Nonsan’s agricultural and livestock industries and rural-area vitalization, and draw implementation strategies. For this purpose, the study analyzes changes in internal and external policy environments around Korea, Nonsan city’s current status, and demand for new development strategies of rural residents of Nonsan city. The study also presents concrete, detailed projects to realize the strategies and draws core tasks to carry forward first. This study largely consists of four parts. First, we examine changes in the policy environments in the agricultural and livestock industries and rural communities. For this, the study analyzes changes in external conditions and the policy environment. Second, we analyze the present state and features of Nonsan’s agricultural and livestock industries and rural areas. This study analyzes the city’s features and current status by collecting various statistics and performs the SWOT analysis of the city’s agriculture and rural communities. Third, we research and analyze demand for the development of Nonsan’s agricultural and livestock industries and rural areas. Rural residents including village leaders are surveyed on the present state, problems, and policy demands in the sectors. Fourth, based on the survey and policy demand analysis, the measures to implement development strategies of the city’s agriculture and rural communities are drawn. We present action plans and concrete projects related to the visions and goals of the sectors. As a result, this study set the goal of development strategies in the sector of agriculture and livestock as “promoting the high-value agricultural and livestock industries through eco-friendly ways and convergence” and presented five action plans: strengthening agricultural production infrastructures; strengthening “Yesmin” brand value and improving the agricultural marketing structure; promoting clean (high-quality and eco-friendly) livestock farming; creating high value in the agricultural and livestock industries; and creating the foundation for smart agriculture. To realize the action plans, 19 programs and 33 detailed projects were presented. The goal of rural development strategies was set as “creating happy rural communities.” The two action plans were presented as follows: improving basic living services and vitalizing communities; and creating synergy of regional development through cooperation among regions. Regarding the action plans, 7 programs and 13 detailed projects were also presented. Last, we presented the projects for Nonsan to carry forward first as core programs for the agricultural and livestock industries and rural vitalization. The core programs are the policies that can create synergy if the related projects are linked. We presented three core programs as follows: realizing clean livestock farming through the resource recirculation livestock industry and a decrease in livestock farms’ foul smell; creating high value through multi-industrialization of the agricultural and livestock industry; and improving rural residents’ quality of life through promoting cultural-activity clubs.
