최진용 전상곤 2018-11-15T09:59:10Z 2018-11-15T09:59:10Z 2015-09-21 RE38-3-04 http://repository.krei.re.kr/handle/2018.oak/21277 이 연구의 목적은 송아지생산안정제의 경제효과를 분석하기 위한 것이다. 송아지생산안정제는 1999년 7월 시범사업을 거쳐 2000년부터 전국을 대상으로 시행되었다. 몇 차례 수정을 거치다가 2012년 2월에 최근 수정이 이루어졌다. 이 논문은 이 때 수정된 제도의 경제적 효과를 계측하기 위한 것이다. 경제효과 계측을 위해 균형변환축차모형인 EDM 모형이 사용되었다. 실증 시뮬레이션 분석결과를 요약하면, 제도의 수정(송아지 가격이 안정 가격이하로 떨어지더라도 가임 암소두수가 일정 수준 이상이면 제도가 발동되지 않도록 수정됨)으로 인해 중장기적으로 볼 때 송아지 두수가 더 이상 늘지 않고 송아지가격이 추가적으로 더 하락하지 않게 되었다. 즉, 단기적으로는 보조금의 미지급으로 인해 제도에 가입한 번식농가들의 후생이 악화된 것처럼 보이나, 중장기적으로는 오히려 구조조정을 촉진하여 한우산업 발전에 일면 기여한 것으로 평가된다. The subsidy for calf production was in place in 2000 to stabilize the domestic Hanwoo industry. This program has been amended several times to coordinate with domestic market situations. The most recent change in this program was made in February 2012. It becomes more difficult to take action because the number of domestically bred Hanwoo increased significantly. This study assumes no policy change in 2012. If the program had been put in action in 2012, it would have made a new equilibrium after a year. This study compares original equilibrium and hypothetic equilibrium using EDM in the 2013 domestic Hanwoo calf market. Results show that no policy change in 2012 leads to the increase of the number of calves and the decrease of calf prices.
