김태훈 박동규 손미연 이동주 2018-11-15T13:03:49Z 2018-11-15T13:03:49Z 2016-12-30 R794 http://repository.krei.re.kr/handle/2018.oak/21765 2015년 쌀 관세화 이행을 시작한 지 2년째이지만 예상대로 의무수입량을 초과한 쌀 수입은 거의 없는 것으로 나타났다. 관세화에 의한 직접적인 영향은 없지만 관세화 유예의 대가로 증량된 의무수입량은 국내산 쌀 생산 증가와 더불어 공급과잉의 요인이 되고 있다. 따라서 쌀 과잉재고와 수급불균형이 심화되고 있는 상황에서 의무수입쌀을 어떻게 도입하고 배분할 것인가에 대한 연구와 관세화를 계기로 보다 적극적인 쌀과 쌀 가공품 수출방안의 모색이 필요하다. 이 연구에서는 관세화 이행으로 국내외 쌀시장이 연계됨에 따라 쌀 산업여건 변화와 관세화 이후 불안 요인들을 다각도로 검토하여 관세화의 영향을 최소화하는 중장기 쌀 수출입정책 방향을 제시하고자 2년에 걸쳐 수행되었다. 1차년도에서는 관세화 후 쌀 수입 동향과 관세화에 대한 생산자와 소비자 인지도를 살펴보고, 향후 의무수입량외 추가 수입가능성 분석, 의무수입쌀 도입과 관리 실태, 국내시장에 미친 영향을 중점 분석하였다. 2차년도에는 관세화 이행경과를 점검하고 의무수입쌀 도입 및 관리방식에 대한 다양한 대안들의 비교분석, 쌀 및 쌀 가공품 수출확대 가능성 검토 등을 바탕으로 중장기 쌀 수출입정책 방향을 제시하였다. Background of Research Since Korea's rice tariffication in January 2015, it has become possible to import rice freely by paying a 513% tariff, and the changes in macroeconomic factors and in the global supply and demand conditions of short or medium rice varieties have become able to affect the Korean rice industry. Despite tariffication, mandatory import quotas continue to be imposed at a low tariff rate and need management costs. Therefore, it is necessary to review methods of introducing and managing mandatory rice imports in order to minimize the impact of imported rice on the domestic market in the medium and long term. Also, because mandatory rice imports have been a burden on domestic rice supply and demand, it is needed to examine the possibility of exporting processed products that used imported rice and to seek plans to take tariffication as an opportunity to expand rice exports. Due to tariffication, the changes in the conditions of the external rice industry have become able to influence the domestic rice market. Accordingly, this research aims to comprehensively examine unstable factors after tariffication and to present the medium- and long-term direction of rice trade policy that can minimize the effect of tariffication. This second year's study conducted empirical analysis to monitor the progress of implementation including changes in rice trade and in awareness of tariffication and to derive proper methods of introducing mandatory rice imports; presented the possibility of taking tariffication as an opportunity to expand the export of rice and processed rice products; and proposed measures to increase exports by identifying problems.
