권오상 김한호 이문호 이승호 이홍림 한미진 2018-11-15T13:05:38Z 2018-11-15T13:05:38Z 2017-06-30 RE40-2-01 http://repository.krei.re.kr/handle/2018.oak/21913 본고는 국립농산물품질관리원을 중심으로 진행되고 있는 정부의 농산물 안전 및 품질 관리 기능 중 농산물 안전성 조사, 원산지 표시, 친환경농산물 및 GAP 인증제의 세 가지 제도에 따른 소비자 후생효과를 각각 분석하였다. 분석방법으로는 선택실험법(choice experiment, CE)을 사용하되 실제로 시장에서 관측되는 품목간의 가격차이나 시장점유율 정보가 존재할 경우에는 이를 반영하여 설계된 설문지를 사용하고 조사결과의 통계적 분석과정에서도 그 구조를 반영토록 하였다. 조사결과에 이산선택모형 분석법을 적용하여 안전성이나 원산지 표시가 관리된 농산물과 그렇지 못한 농산물 간의 지불의사 차이를 도출하고, 인증제의 경우 인증단계 간 지불의사 차이도 추정하였다. 아울러 안전성 관련 제도는 소비자가 택할 수 있는 선택대안의 수를 바꾼다는 점에 착안하여 확률효용이론을 기반으로 하여 제도 자체의 후생효과 또한 주요 품목별로 도출하였다. 분석결과 세 가지 기능 모두 대단히 높은 사회적 후생을 야기하고 있는 것으로 나타나 국가 단위 농식품의 안전성과 품질관련 공공서비스 제공기능의 사회적 편익이 매우 크다는 것이 확인되었다. 특히 원산지 표시제와 안전성 조사의 후생효과가 크게 나타났으며, 농산물의 인증제 역시 상당한 정도의 후생효과를 유발함을 확인할 수 있었다. 또한 품목의 특성, 특히 수입산의 품질에 대한 신뢰도가 높고 낮음에 따라 품목별 관리 편익이 다르며, 시장에서의 실제 점유율에 비해 GAP 농산물에 대한 선호도가 상당히 높다는 등의 안전성이나 품질관련 소비자들의 선호구조에 대한 새로운 발견을 하여 제시한다. Our study estimates consumer’s willingness to pay for the public services on food safety management and regulation conducted by the National Agricultural Products Quality Management Service (NAQS) of Korea. The WTPs for the three main programs, food safety inspection and regulation, country of origin labelling management, and certification of environment-friendly agro-fishery products and good agricultural practices (GAP), are estimated based on the choice experiments designed to incorporate observed real market data. It is shown that the WTP for each program far exceeds its management cost. Food safety inspection and regulation and country of origin labelling management showed WTP estimates much larger than the certification program.
