허장 이대섭 김종선 김윤정 최민정 조선미 안규미 2018-11-15T13:13:40Z 2018-11-15T13:13:40Z 2017-12-30 979-11-6149-166-0 P244 http://repository.krei.re.kr/handle/2018.oak/22595 농림축산식품부는 2000년대 후반부터 다양한 농림업 분야 국제협력사업을 기획, 추진하여 왔다. 최근 연간 예산의 규모가 170억 원이 넘고 프로젝트, 컨설팅, 연수 등 대상사업의 수도 해마다 15개 이상에 이르는 등 양적으로 크게 성장한 것이 사실이다. 이에 따라 사업 추진에서의 효과성, 효율성, 그리고 대상국의 발전에 대한 중장기 영향 등 질적인 측면에서의 성과를 확보하는 것이 중요한 과제가 되었다. 이 연구는 아시아의 7개국을 대상으로 농림업 분야에서 중점적으로 개발협력을 추진하여야 할 분야를 선정하고, 나아가 대상국의 수요에 입각하여 세부 협력사업을 발굴하기 위하여 수행되었다. 즉 대상국별로 특정한 분야에 집중 지원함으로써 한정된 예산을 효율적으로 활용하며, 우리나라가 자신 있게 제시할 수 있는 정책 경험에 입각하여 사업을 추진할 수 있도록 정책방향을 제안하였다. The purpose of this study was to select Korea’s priority partner countries in agricultural sector, to find priority areas for development cooperation for those countries, and to plan future Official Development Assistance (ODA) projects for the Ministry of Agriculture, Food and Rural Affairs of Korea. This study was performed by reviewing the previous literature and related materials, utilizing manuscripts written by professionals, and conducting surveys and interviews with officials in charge of agricultural and rural development policy in partner countries. The countries which meet the following criteria were selected as Korea’s priority partner countries; the countries in which agricultural sector was chosen as the key area of cooperation among Korea’s ODA priority partner countries in 2015: Korea’s priority countries for overseas agricultural development: countries that had signed bilateral memorandum of understanding with Korea in agricultural sector: and the countries in which the performances of the Korean Agricultural Policy Experiences for Food Security (KAPEX) program proved excellent. As a result, seven Asian countries were selected, including Cambodia, Indonesia, Lao PDR, Myanmar, Mongolia, the Philippines, and Vietnam. To suggest priority areas for cooperation with those seven Asian countries, this study reviewed social and economic situations and current status of the agricultural sector, national and agricultural development strategies, country partnership strategies of international organizations, and previous development cooperation projects supported by Korean government (MAFRA and its subsidiary organizations, and the KOICA). The review resulted in two to four priority areas of cooperation in agricultural and rural development sector for each country. By reviewing preliminary project concept papers submitted by each country, this study tried to identify future specific development cooperation projects. This approach, therefore, would make it possible the future projects be based upon the demand of partner/recipient countries. The study digged out the following four projects: Groundwater Monitoring Pilot Project for Climate Change in Myanmar; Enhancing Farm Mechanization and Transferring Agricultural Technology in Lao PDR; Enhancing Agricultural Mechanization through the Establishment of Farm Service Centers in the Philippines; and Enhancing Export Capacity through the Improvement of the Livestock Quarantine System in Mongolia.
