전철현 이호상 김동현 2020-04-14T16:40:09Z 2020-04-14T16:40:09Z 2020-03-31 RE43-1-04 http://repository.krei.re.kr/handle/2018.oak/24804 본 연구는 2018년 10월부터 시행되는 합법목재교역촉진제도와 관련하여, 목재류비관세장벽에 대한 인식과 대응, 합법목재교역촉진제도 및 조치에 의한 영향 분석, 산림인증목재 구매의사 및 산림인증목재 구입에 대한 지불의사액 추정을 목적으로 전국 201개 목재수입업체 대표자 및 관리자를 대상으로 2018년 6월 12일~9월 30일까지 일대일 면접조사로 하였다. 샘플은 목재생산업으로 등록한 업체를 기준으로 모집단의 권역별 사업체 소재지 비율을 고려하여 3개 권역 수도권 140개, 경상권 30개, 충청/전라권 30개로 배분하여 리서치림에서 실시하였다. 주요 결과를 살펴하면, 비관세장벽에 대한 인식과 대응 관련하여 수입업체의 66.2%가 ‘문제 발생 경험이 있다’고 응답하였고, 국가적 대응이 필요한 것으로 생각하는 분야는 ‘정확한 기술규제 정보 제공’이 60.7%, ‘기술규제 대응 솔루션 제공’이 상대적으로 60.2%로 높게 나타났다. 목재 합법성을 인정받기 위한 수단에 대해서는 벌채허가서(58.2%), 산림인증(FSC, PEFC, CoC) 취득(57.2%)이 높게 나타났다. 목재의 합법성을 인정받을 수 있는 수단 중의 하나인 산림인증 목재를 구매하기 위한 추가 비용지불에 대해 24.4%가 응답하였으며, 이중양분선택형 조건부가치평가법에 의해서 평균값 28,059원/㎥, 절단값은 13,188원/㎥, 중앙값은 28,428원/㎥이 추정되었다. 본 연구결과는 전국 목재 관련 사업체들에 대한 비관세장벽 및 합법목재교역촉진제도 정책수립에 필요한 기초 자료로 활용될 수 있으며, 합법목재교역촉진제도에 대한 인지도가 중요한 변수로 영향을 미치기 때문에 수입목재업체들에게 적극적으로 제도의 목적 및 중 요성에 대해서 홍보를 지속적으로 추진할 필요가 있다. The purpose of this research is to carry out an analysis of the business’s perception against non-tariff barriers to the timber trade, the impact on the Act of Legal Timber Trade Promotion, and estimate the willingness to pay off the forest certified-timber for legality certification acquisition. We conducted an interview survey targeting representatives or managers between June 12~September 30, 2018. The samples for the survey were allocated to 140 units in the metropolitan area, 30 units in the Gyungsang area, 30 units in the Chungcheong/Jeonra area, considering the proportion based on the registered companies as timber production. To summarize the main results, 66.2% of the surveyed companies in the importation of timber answered that they faced problems concerning the recognition and responses of non-tariff barriers. Regarding the areas for the national response, 60.7% of respondents pointed to ‘precise technical regulatory information’ and 60.2% to ‘provision of solutions for technical regulations.’ As for the instrument to be recognized as legality in case of a restriction on illegal timber trade among the number of measures to obtain legalization was harvesting permits (58.2%) and the acquisition of forest-related certification(FSC, PEFC) (57.2%). Regarding the estimation of payments for the recognition of timber legality, 24.4% of respondents representing additional costs to purchase forest-certified wood as a means of obtaining legality of timber pay additional costs approximately average WTP ￦28,059/㎥, Truncated WTP ￦13,188/㎥, Median WTP ￦28,428/㎥ using DBCV. This result could be useful as policy-making against NTB in timber-related business.
