박시현 2020-12-09T16:43:36Z 2020-12-09T16:43:36Z 2019-12-30 979-11-6149-402-9 S034e http://repository.krei.re.kr/handle/2018.oak/25601 본 총서는 "한국의 농촌개발 전략"의 영문판이다. 개발(또는 발전)이라는 용어는 매우 주관적이며 가치가 담겨진 것으로 통일된 의미를 형성하기가 쉽지 않다. 개발은 시대의 변화와 함께 강조하는 측면도 달라진다. 농촌개발 역시 그 나라의 발전 수준과 시대 상황에 따라 다양한 내용을 포함한다. 농촌개발은 과정과 현상 그리고 전략과 원리로 개념 지어진다. 따라서 한 나라의 농촌개발을 이해하기 위해서는 농촌개발 과정에서의 개인과 공동체 그리고 공공의 역할과, 농촌개발로 인한 농촌의 물리적, 사회·경제적 변화 현상 등을 이해해야 한다. 또한 농촌개발이 추구하는 목표와 이를 달성하기 위한 정책 수단 등을 살펴보아야 한다. 본 서는 1960년대 이후 지금까지의 한국의 농촌개발 전략을 정리한 것이다. 주지하는 바와 같이 한국은 국제 사회에서 그 예가 많지 않을 만큼 빠른 경제 성장을 달성하고 선진국의 문턱에 도달한 나라이다. 한국은 비교적 짧은 기간에 최빈국의 농촌 문제를 해결하고 이제는 선진국형 농촌개발 과제를 주요 정책으로 다루고 있다. 한국의 농촌개발 경험에 대한 국제 사회의 높은 관심에 비해 한국의 농촌개발 전략을 체계적으로 연구하거나 정리한 문헌은 많지 않다. 한국의 농촌개발 정책을 단편적으로 소개하거나 새마을운동을 한국 농촌개발 전략의 대표로 소개하는 경우가 많았다. 특히 새마을운동 이후 추진한 한국의 농촌개발 전략을 외국에 소개한 문헌은 많지 않다. 한국은 최빈국에서 OECD 가맹국이 되고, 원조를 받는 국가에서 원조를 주는 국가로 성장하는 과정에서 발전 단계별로 다양한 정책을 추진한 경험을 가지고 있다. 그만큼 세계 여러 국가로부터 한국의 농촌개발 경험을 알고자 하는 요구가 증대할 것으로 예상된다. 한국의 농촌개발 경험을 국제 사회에 알리기 위해서는 농촌개발 정책 내용만이 아닌 정책이 만들어진 배경, 정책이 집행되는 한국의 특징, 정책 대상이 되는 한국 농촌의 변화에 대해서 종합적이고 다차원적인 이해가 필요하다. 본 서는 한국의 농촌개발 전략에 대한 국내외 관련자들의 이해를 높이고 농촌개발 국제협력사업의 시사점을 얻고자 함을 목적으로 한다. 한국의 농촌개발 전략을 이해하기 위해 필요한 농촌 상황의 변화, 농촌개발 제도의 변화, 경제성장 과정에서 농촌개발이 차지하는 위치, 농촌개발 방식의 변화 등을 살펴본다. 국제 사회에서 논의되는 농촌개발 전략이 한국 상황에서 어떻게 적용되고 발전되었는지를 살펴보고 이에 기초하여 한국의 농촌개발 전략을 다른 나라에 적용하기 위한 시사점을 도출한다. Rural development takes different targets and approaches following national development levels. Developing countries’ development goals will be different from those of advanced countries. Korea quickly overcame the challenges generally faced by developing countries in the 1960s. Now its policy targets for rural development are similar to those of developed countries. The international community appraises its success in rural development, and developing countries benchmark it for their progress. Korea’s rural development strategy combines its rural characteristics formed through a long history and its unique policy environment. To understand its rural development strategy, the reader should first explore its rural features and transformations, the platform for rural development policies, and residents and other various stakeholders’ roles and participation. It is also essential to look into the rural development strategy’s position in national economic growth. Although Korea’s rural development expertise gains attention from the world, there is not much literature walking us through Korea’s rural development strategy to grab its full view. This publication guides the reader to how Korea has developed rural communities since the 1960s to understand its strategy. Besides, this publication will provide implications for international partnerships. I hope this book will help the reader to explore and understand Korea’ rural development strategy changes.
